You need to cut this idiot out of your life. Sounds like he's an asshole who gets his kicks out of fucking with other people, and when they come back for more, it probably makes him feel like he has some hold over them, and thus, makes him feel important.

Ignore the son of a bitch. Don't bother with challenges or confrontations, or heart to heart conversations. Just quietly and firmly refuse to have anything more to do with him. If he call you while you're out, don't return the calls. If he proposes going out to hang out somehwere, tell him you have other plans. If he shows up at your door, find some excuse to get rid of him off. If he tries to find out why you are having nothing to do with him, just brush it off as though he's making much ado about nothing. It will probably bother him more than anything else you could do just to ignore him. And you will also rid yourself of a worthless parasite. Someone like this is a useless hanger-on, not a friend. You're better off withour such parasites.

This is why I think friends suck:

1) They think whatever is yours is now theirs
2) When you have money they always want a loan
3) They want to hang around you all the time
4) They do stupid things and cause bullshit hassles that only make your own life worse

The easiest thing to do is simply pretend he doesn't exist. Nothing irritates assholes more than ignoring them. If he tries to talk to you, ignore him. If he comes over, don't answer the door. If he...well, you get the idea.

My "friends" are a lot like that. The worst part about all of your friends being complete dicks is that when you use common sense and leave them, you have to take the time to find another peer group to hang out with. That's my problem.

With friends like that, who needs enemies?
