If you punch a cop, they just punch back...but won't arrest you.
You can use a silenced submachine gun to mow down a whole line of people, yet nobody is going to blink an eye because they never heard the sound of the gun...despite the bloody pile of corpses. (GTA2)

Resurrection technology is cheap, effective, found at every hospital and available to all. No matter how many times the army needs to be called in because you barricaded yourself into an alley/parking lot and won't stop blowing up passersby, eventually killing over 600 before you're stopped, they'll ALWAYS decide to give you another chance.
That'd be pretty cool.

The Army would be able to mobilize fairly quickly to take care of a nut with a rocket launcher or minigun causing trouble. Usually in only a few hours of the start of any incidents, at most.

Emergency workers can resurrect dead people just by touching them.
The SWAT team's job is to kill you. Same with FBI, Vice and Army.
There are no traffic laws and there is always ramps for you to use.
You can "magically" heal yourself and give yourself weapons by saying key words "aspirine" and "thugstools""professionaltools""nuttertools".
