Given your behavior elsewhere I'd expect you'd end up powering gaming the ability and not accept any form of compensatory limit on your military firepower.

Actually I was going for amsller holdings and population. BUt I suppose a military limit would be acceptable as well. Considering the background of such a nation. They would have limited holdings and industrial capacity. Fewer shipyards, a smaller fleet.

I would model the telepaths off of Babylon 5...
General civs and grunts are in the p1-p3 range.
Commecial telepaths p3-p6
normal diplomats p6-p9
High ranking officers and military specialists and Governmental officials p8-p12 range... (a few may have telekinetic ability... though this will be VERY rare, and will not be in game initially)
Agents... well they are sually p11-p15(Lyta level)
Now again... I woud be willing to accept limits on their fleet size, as well as industrial capacity.

I've heard this I'll limit myself junk before. It didn't happen. I suppose if your telepathy only works on others of the same species, effectively giving you a secure communication system and was combine with fleet and military limitations it would be acceptable.

Considering how excited I was when I first entered, I really haven't been very active in the STGOD...
Treaties are made to be broken. Notice the last war in the STGOD. I think planetary shields and dispersed territories are a better defense.

I would use it, yeah mainly for communications and for stuff like interogations, spy missions. Making sure someone is telling the truth during negotiations.
Troops would have a sort of limited precog(emotions projected when you are about to do something aggressive would translate into the grunt knowing danger is there, but not knowing from what direction or from whom)
Locating people or ships(honing in on a specific persons thought patterns or listening to the "voices" and finding masses of sentient beings(a ship)
Basically I would be limited to what you see on B5... Not that major... but a nifty twist
Lmitations on fleet... There really snt a reason why fleet firepower would be restricted. But fleet size, well due to the relativly small numbers(probably 3/4 of any other nation) my industrial capacity to wage an all out war would be lessened, and our military would be smaller as a result.

How about NO. If you want to have those abilities within your own species I don't care but I do not and have no intention of trusting you to use them on other species.

Which opens up rollplaying opportunities.
But because if I did Go telepath, my nation would have been human to begin with...
The applications of telepathy really arent offensive in nature. And I would work with(through PM) those I scan and get their permission to do so..

I would never alter someones characters or manipulate the intentions of another STGODer

Humans are not telepathic thus your species cannot be the same. A similar appearance doesn't make it so.

I would ask permission for each individual scan. If you want... your race could be ESP blocked somehow... A part of your races eolution perhaps.
Depending on the background of this STGOD I will try to work in a telepathic mutation into human history emerging around 2245... resulting war a few centuries later as the telepaths, second class citizens, rise up and win their freedom...

I am referring to your powergaming in Comic book STGOD. Do you want to count all the posts complaining about your power gaming and the requests and orders to edit posts and tone down your powers?

Telepathy is cool, though I'll be reusing the Monacoran Empire from the previous try (Though with Diplomatic Changes.) My Idea for telepathy, and other advanteges is that for every advantage you get, i.e. A super-Army, telepathy, magic, etc., you get an equal disadvantage, i.e. a tug boat navy, easy exhaustion during uses of telepathy or a lack of language skills, low technology levels, etc.
Also who is going to be the Mod? Can we get Stravo to do it again, or is someoen else willing to take it (note: if you're modding the game I thing you should try to stay as neutral as possible, like Phongn did when he was part of it).

Telepathy by its very nature is straining. See what happens to B5 telepaths... It requires some level of concentration, and anything more than a surface scan is going to be painful for the teep(I love this word) And naturally, many powers are not going to be able to be used by all but the most powerful telepaths.
I would go with industrial capacity limits... We simply dnt have the population for a shit load of building. Wee would start out with a small fleet, and would build slower(while you guys could build 12 ships at a time, we can build like.. 9 or less)
What I want to do, is have a background like again B5 teeps. Only they did rise up against their mundane oppressors and won their freedom.... Hundreds of years go...

The one thing we need to do if this is going to work is have a mod with actual enforcement powers. Not necessarily an official mod but some one with powers of enforcement in terms of the game. That'll prevent the power gaming and bickering that ruined the last one.

Not out of the game, just not allying with one side or another. It would be unfair to have the person in charge of the game as part of the alliance that has power gaming players in it, no?

No, I don't think it would provided we can find some one trustworthy.
No one is going to be willing to stay out of the action, that's effectively what you're suggesting, and still follow it at all. By not allowing alliances or even much support you're basically cutting the mod off the game. That's the problem.
