While the Force is an inborn ability, it gives preternatural abilities to those who can use it, including prescience, psychokinesis, clairvoyance, and others; indeed, using the Force, one can even instinctively astrogate, if so inclined. It should be remembered that individuals that can use the Force have a decidedly unfair advantage (although, as one Marine defined it, a fair fight is one in which all one's own troops come back alive, so take an unfair dogfight for what it's worth).
After all, one should remember that Anakin Skywalker had reflexes that kicked in before the thing he was reacting to could actually happen, that Luke Skywalker could intuitively fire an unguided torpedo into a target that his ship's targetting computer would have trouble hitting, and that Keyan Farlander could directly influence enemy pilots' minds and perceptions.

And the ability to lift weights is present in everyone, but only those who actually do it can reap the benefits. Nobody says "if he didn't lift weights, he wouldn't have won that boxing match."
Which is the more apt comparison for the Force? One has to choose to take steroids. One cannot choose to be gifted in the Force.
