I really think the oompas would have it in a straight fight between the two. I mean, if they can figure out how to make a loud noise, preferably accompanied by some smoke, they can scatter every munchkin in the city.
Obviously though, the ewoks or the hobbits would totally crush either group. Well, come to think of it, if loompah-land is anything like Wonka described it, maybe the little orange creeps would make out OK, but I still don't think they would win.
