Dealing with this Girl (Err Djinn) is easy.
I have two ways. One is to ask for simple, very easy to fulfill and very detailed so that there is no way to screw you over. The bigger wish you make the easier it is to screw you over.
Just to make sure nobody else suffers use the final wish to wish her out of existance or make her a completely normal, powerless human and then contact friends and relatives of people she had screwed over.
The other way is better. Ask yourself the question: Why is the Djinn so out to get you? The logical answer is that she is pissed at her impotence with her powers. She is forced to be a slave of whichever moron finds the lamp. Needless to say a good portion of those will be complete idiots.
So... Strike a deal. Give your word of honor that if the first two wishes are fulfilled satisfactory you will use the third to grant her freedom. Provided she decides to trust you on this. Remember to point out that if you don't she will be free to screw you over any way she can on the third wish.
Now of course I wouldn't release anyone this bitter on the world with superpowers so I would make sure to wish her into a human. She will either be pissed (for becoming a human) or very grateful.
Then she wouldn't be fulfilling your wishes for you, but for herself. No real reason to screw you over.

All right, first I strike a deal with the guy/gal so that he/she won't screw me over. Two wishes for me, a third one to let her go free. If I won't let her go free, he/she can go and screw me over however he/she sees fit.
1) Eternal life in a young body
2) I want my intelligence to be raised twenty-fold
3) I wish the genie was free
POOF. I'm now eternally young and intelligent enough to get everything else I'd ever want simply by enrolling onto the biggest, baddest, toughest university course there is and getting in insanely well-paid job afterwards.

The wish for extra wishes business is cleared up in in Douglas Hofstadter Godel Escher Bach - an Eternal Golden Braid. As you'd imagine, it is not generally allowed, but there can be exceptions via a remarkable appeals procedure. It works as follows:
A wish about wishes is classed as a meta-wish, and such cannot be granted by the sort of genie us humans encounter. They can however, be granted by a meta-genie, and a genie may apply to a meta-genie to be given the power to grant one 'typeless' meta-wish to a human. So you can get lucky. A meta-genie is the sort of genie that grants wishes to other genies (ie a first-level genie whips out his/her own genie-lamp, out of which appears a meta-genie) But that is not an end to the problem - a meta genie cannot directly grant a meta-wish either, and has to appeal to a meta-meta-genie, and so a recursive situation ensues. The genies - or Djinn - themselves refer to the infinte hierarchy as GOD. GOD stands for 'GOD over Djinn', which you can see is a recursive definition.
Fortunately, each genie is twice as fast at processing a wish-granting request as a genie from a lower meta-level. Suppose that the first-level genie with whom you communicate takes one half-second to communicate with his/her meta-genie. The meta-genie converses with the meta-meta-genie in one quarter-second, the meta-meta-genie with the meta-meta-meta genie in one eigth of a second, and the whole transaction, to the highest level of GOD, is therefore completed within one second.
