No, the movie specifically refers to Bill Gates as a completely separate person.

Anti-trust, and the guy looked just like gates too.

Yes, and the character in anti-trust was a former microsith employee who stole a company project and went in business for himself, and liquidated gates, kinda like former IBM intern Gates did....
