If the cops had broken off the chase and requested that the border be closed, road blocks, maybe helicopter support etc, the man wouldn't have had a reason to drive that fast. I think they should have broken off the chase and followed him at a lower speed. A chase is only as safe as the dumbest guy involved.
If he had continued driving recklessly, even though he was not followed, then they wuld have had to bring him down.
It's hard to tell from the report if they did that. They may have had reasons to chase him if they took the risks into consideration.
