This is the public perception of the Galactic Emperor's role in the government of his Empire. He declined to actively participate in the day to day operations, and spent the large majority of his time in seclusion, studying the dark side and meditating. In typical fashion, what role he actually played in Imperial government was more commonly indirect, manipulating others into doing what he wanted done, often without their knoweldge. Thus, his own personal popularity as the elder statesman of the galaxy remains undiminished, while unpopular and publicly resented policies are accomplished and blamed on others.

I despise Carnor Jax, and the whole premise of Crimson Empire. How could the great Emperor Palpatine not notice that one of his guards was plotting against him? How could the fact that his doctor had betrayed him escaped his all-seeing eye? It's absurd to think that Palpatine would be so easily defeated from within. I just ignore the blasphemous Dark Empire II and Empire's End, along with their idiotic Crimson Empire sequels, and go on believeing that Palpatine's final death took place over Da Scootcha V. I cannot accept that Han fucking Solo simply shot him in the back to finish him.
Palpatine's last clone was flawed and he appeared to be losing stability within that shell.

I think that's what he's complaining about; it was Canor Jax's sabotage of Palpatine's genetic material that led the Emperor to travel to Onderon where he was finished by Han Solo--a most unfitting end if there ever was one.

I think Palpatine's betrayal occured after he died at Da Soocha V. I think that is when the Constable f-ed up the remaining clones, and his cohorts then moved to destroy the remainder regardless but missed the hidden one. The hidden one was still from the base genetic material sabotaged after Palpatine died at Da Soocha V though, so it rapidly decayed and he went insane.
