She's a "Commandant" or "Commodore" depending on the episode and the speaker. Her authority exceeds that of Scorpius, but is not absolute. She answers to the Peacekeeper military council.

Sometime between season 3 finale and season 4 premiere. Though she was exhibiting the beginnings of powers throughout season 3.

Meaning what? Power as in galactic strength, or power as in special ability? The former is unknown, though it appears to be greatly reduced from what it used to be (I get a "former glory" vibe from Rygel, much like Londo in B5). The latter is that they fart helium. ;)

In the season three episode "Meltdown", Chiana is taken over by an energy-lifeform. After the lifeform is expelled from her body is when we first see her powers.

In farscape terms, the Consortium of Trall (10,000 planets) was a pretty minor power, if a power at all.

As the peace keeper wars have now told us the peace keeper are the remnants of a UNish galactic moderating body controlled by the emotion manipulating eidalons. Sebaceans have unsupirsingly been identified as earthling recruits. though to be honest they're position reminds me more of the gem hadar of the dominion

To be fair guys, his spoiler was minor at best. I mean, really - who the hell didn't know the Sebaceans were humans? It's about as fucking obvious as you can get.

And the Peacekeepers being a UN type galactic moderating body? HELLO? Again, no surprise.

Now if he'd said what happened to Chricton and Aeryn or any of the other characters I'd be screaming murder.
