That does not make me happy however, I have seen friends that I served with die, and I hate it.
Possibly it is worth it. It still sucks. At present a terrorist attack would not cause a major shift away from the war except among the allies; this would make the War on Terror harder on the diplomatic/political front. If they start recruiting now, they may have enough so as not to tempt the terrorists to strike during the midterm or some such. Sadly there seems to be no indication that they are planning to do so.

It seems that whatever they do the US may be fucked. They simply have to take the route that offers the least losses and go with it. It's the consequence of downsizing the force.
