With no hypertugs then, just get the most powerful civilian hyperdrive they will give me onto a Sovereign Class, and rig up some AKira's and Defiants for towing.
If possible, get a bunch of Klingon Cloaking Devices for them too, and possibly some Klingon ships with loads of warhead launchers.
Considering we've seen Civilian Freighters tow massive Strike Cruisers in Star Wars, I think towing little Defiants and Akira's shouldn't be a problem.
