So to summarise people hear think that the Jedi counsel is made up of permanent seats and rotating seats.
Rotating seats can be sat on by a knight or master(no capital) and have no rights but to speak on the counsel.
When you are given a permanent seat your are given the rank of Master (notice the capital) and allowed accesses to the holocrons.
Anakin was given a permanent seat but not the rank of Master to go with it.

Its interesting that the title of " Master" is both an honorific and an actual rank. By late in the war there were even padawans that jumped right to the rank of master. This happened with "Master" Toho in the Republic Comics. I imagine she was granted that title because they knew she was not coming back from that mission. Kind of like the postumous promotions that are often given in wartime. Yaddle never completed here training and went from padawan to Master as well, due to her special incite into the force.It's also clear that training a Padawan is not the only way to become a Master. If that were the case then Anakin wouldn't be so upset. It's implied that, if a Jedi Knight is skilled enough, they can be given the title of Master without having trained a Padawan.
