Okay, here is my opinion.
I don't think there is a connection considering Lucas dreamt of the story at least three decades ago and, as stated, these quotes are quite general and go back millennia. More to the point, Lucas just wants to tell a story, not influence political thought.
As for Bush, while I am not a die hard fan of Bush, I don't think of him as evil nor do I think of his as a brainless off. I just accept the fact he makes mistakes like all of us. Unfortunately, some extremists see him as an incompetent despot and are constantly attacking him. So, those who support him are always on the defensive and thus look for attacks (which aren't always legit).

For the record, no government that forbids you from hating it is worth loving.
I think sometimes critics go out of their way looking for a fight. And some of them are probably deserving of the title "asshat" or "shitstain."
It might also be some other would-be loser simply trying to draw attention to himself in the ageless spirit of "Oh lookie here! I have a point! Everyone listen to me!"
Beyond that, I don't really care what the critics think, ultimately it boils down to whether or not I enjoyed the movie. Overall, I say somebody is just chasing windmills for controversy.
Hmm...
will we get to see a windmill joust a la Don Quixote?

A simple chronology of the PT demonstrates that, even setting aside the OT, Lucas cannot have intended the overall series to bash Bush.
The Phantom Menace: Released May 1999 - before Bush even declared his candidacy for the presidency, let alone got elected.
Attack of the Clones: Released May 2002 - written before Bush was elected and principal filiming was completed pre-9/11/PATRIOT Act (it was already in post-production by the time of the attacks).
Revenge of the Sith: Released May 2005 - written and filmed post-9/11/PATRIOT Act.
As can be seen, only one of these films can even possibly have been intended as a critique of Bush, and since RotS doesn't significantly diverge from the established plotline, that seems unlikely. The "If you're not with me, you're my enemy!" line is the only dig at Bush I can even halfway see, and as pointed out by others, Bush doesn't hold a copyright on that sentence.

Oh, this guy himself had a poll about Sith on his website which had "won't see it due to liberal slant" was in the lead last I saw.
