Just how does the MPAA hope to force this on non-US producers of HDDs even if they get any legislation through in the US (which I seriously doubt)?

It's one thing attacking p2p startups, but compared to the IT industry, Hollywood is small potatoes, and I'm pretty damn sure they've got more real lobbying power than the movie industry.
