I dunno, I take the initial restriction to mean 'no games in Japanese', so games that are from Japan but dubbed in English are fair game. Otherwise this topic is rather painfully limited, don't you think?
Anyway, in that case I have to nominate Virtual On Marz. It's bad enough that they have eight bajillion fucking Temjin variants, but the acting is truly atrocious.

Resident Evil has the absolute worst voice acting I've ever heard.
And the Wilhelm scream is Ben Burtt's sound signature. It first gained prominence in Star Wars: A New Hope. You hear a stormtrooper emit this unique scream when he falls down the Death Star shaft after being shot by Leia. It's appeared in every movie Burtt has ever done sound work for.
I believe that Warner Brothers' sound department first filed it under "Man Being Eaten By Alligator" back in the 50's. Then it was used in a cowboy movie for a character named Wilhelm getting shot by an arrow, hence the name.

Nitpick #1: I think the company who made
Codename: Outbreak is Ukrainian, not Russian.
Nitpick #2: Though never having played the game, I have read in
PC Player (a Danish magazine about computer games) that the soldiers in
Codename: Outbreak are supposed to be an international taskforce gathered from different parts of the world.

but warcraft/starcraft has much more veriety in their responses then C&C or DoW.

Yeah that's just awfull, you notice a real difference if listen to Billy Dee Williams (Lando in EBS and Jedi Outcast) and that no name "actor" in X-wing Alliance (they don't sound at all alike)

computer VA's are somewhat overrated, I remember lots of fun classic games before there even was such a thing in a computer game. Then again I rembmer how pround I was when I created a "HAL voice" for a computer game....

Most of the voice acting in Sonic Heroes was nothing short of painful, especially Tails who sounded like a little girl.
Oddly enough, the Japanese voice actors occasionally broke out into English. Damned if I know why, but it was pretty obvious that Sonic's Japanese voice actor didn't speak English when he exclaimed "that was tight!" as if it were all one word.

It's a pretty easy pick, but the acting for the Dynasty Warriors series is pretty bad on the dubbed setting, hence why I always keep mine on subtitles.

Reminiscent of Sonic X...that blue hedgehog seems to love English, for some reason. ("Ah...whataniceview!")

Actually, the English track for Sonic Heroes was written and recorded first, and it was then dubbed into Japanese. (It's no coincidence the Japanese version resembles Sonic X aurally, they use the same cast, and have been since Sonic Adventure, Sonic has always sprinkled his dialogue with English)
The worst I can think of in recent years (y'know, after most people started using real actors) is Starfox Assault. That was just
ugly.

I thought the voices were amusing. The main character is like a parody of action heroes.

I don't know if this is true, but I have heard that the RE voice overs where intentionally done bad as a joke. I have never had this confirmed, but if it is true they did a damn good job because it is so fucking funny.

I would not be surprised, since the
Resident Evil games are supposed to done in the exact same spirit as really awful splatter/horror movies.

WC2 was pretty lame.

Most of that was done for humor(and overdone in part III). Just about everyone in the 41st Milennium who's not an Ork has had their sense of humor surgically removed with a rusty chainfist.

That's just not true. Take a look at the newest C&C games, where you have the most happy-go-lucky truck bombers EVER. (Look out for the bumps!)

The Battle of Endor in Rogue Squadron 2 had a terrible Admiral Ackbar imitation for the voice. It was so bad that I had seen ANH and ESB before playing it, and afterwards I dreaded seeing ROTJ if Ackbar really had a voice like that.

Final Fight CD: the voices are clearly all done by the same guy, and one of the voices for (I think it's Guy) is the most stereotypical ("dorky white guy impression") I've ever heard. It's embarrassing!
Laughably bad, the numerous 90's 3-D games the "Don't come... don't come!" girl appears in.
Somebody might want to mention Diakatana... though that gave us "Superfly's Johnson."
