Actually, this makes at least some sense. As far as most of the Empire knew, the only Sith in existance was Darth Vader, and he was made out to be a boogieman. As seen in Truce at Bakura and RotS, almost no one knew that Palpatine had any ties with the Sith, or that he could even use the force. To most Imperial citizens, the Sith were evils of the past, villans in ancient legends and the perpatrators of the Clone Wars. Yes, the Jedi were also painted as evil, but that does not mean that the Sith were good to them. I would imagine force-users off all types were painted as evil and devious by Palpatine, both to help in the Purge, and to give his force-endowed agents more of a sinister mistique (this also increased the perception of Palpatine's power and good intentions. "Look, he can control Darth Vader. What a great and powerful man.")
