Imagine Picard as a replacement for Tarkin, or better yet, Jerjerrod. Picard as opposed to Jerjerrod would probably make Tarkin look like a Red Cross volunteer, given Picard's bizarre personal approach to morality and unusual manners. My only regret about Mike Wong's fanfic is that we didn't get to see more of Picard's dark side.

Still, I don't think it's out of the question that a scenario could be devised that plays to the Federation's strengths to the point where they can make a difference, even to a civilization with technology as far beyond theirs as the Republic.
