Gallandro wasn't merely a professional gunman (Solo out drew Uhl-Raa-Rashan), he was a legendarily good gunman. Hands down one of the galaxy's best. You're combining the two cowboy-planet episodes. The one I'm thinking of has Starbuck in a western-style saloon gambling with the locals and being tricked into accepting the gold star as part of the winnings. He even weighed the star for its gold content, after someone did the same to his Colonial credit chips.

I take no position on who would be faster, but I just reviewed the relevant scene from ESB: it takes 16 frames from standing to muzzle flash for Han to fire, although because of a change in camera angles I think between one to four frames are overlapped in time. (The camera is originally about 90 degrees from Han for ten frames and then changes to behind him for six frames.) Also, not that this has any bearing on who is the fastest gun, but once his arm is up Han gets off four shots in less than 46 frames (we don't see the fourth shot leave the muzzle, just the flight and impact on Vader's armor). Finally, there's an interesting detail I had never noticed before: in the close-ups you can see the shell casings eject from Han's "blaster"!
In the Serentiy trailer it takes Mal about 14 frames to draw and fire his weapon. That said, he was facing a man he believed to be unarmed, speed wasn't paramount. I'd check my Firefly DVDs but of course someone is borrowing them.
It does take Han 16 frames. Sadly for Han those 16 frames are after Chewie has had time to make a nice long growl (13 frames) at Vader. Since we see Han spot Vader before Chewie growls we can see that Han isn't that fast on the reaction speed.
The thing is this isn't so much a contest of Han vs Mal, but more Ford vs Fillion. As with the Buffy vs River thread most people seemed to make it more about Summer Glau's superior physical abilities over Gellar's.

You can see them when they're fleeing as well from Lando's blaster. Clearly they're the blank casings for muzzle flash but...well I'm not sure how you guys want to deal with it. True. I didn't include that time, however, since the OP stipulates a quick draw competition rather than a Hogan's Alley-style match.
