In regards to support personel, it would be reasonable to assume that much of that work is taken care of by droids. This would cut down on the total number a little bit.
Also, how much did the Empire use provincial forces. The OR military was primarily localized, but did the GE completely take over all military, or do they still liase with local forces?

Where has the Imperial navy been estimated to number in the high hundreds of millions? Not arguing, just asking. Because even Marina's calcs (fairly close to the high end as far as I know) suggested just five hundred millions or something like that including everything with a gun and over one hundred meters in length. If anyone here has the Esential Guide to vehicles and vessels, they could find out roughly the imperial navy if there was a source that says howmany star destroyers they had. the book says howmany "beings" are crewing them.

Taking the 25000 comment from the EU, and the 47000ish strong crew complement, gives 1,175,000,000 crewmembers for the Imperial Star Destroyers alone. This only leaves the millions of other combat starships the GE has, which are far more difficult to define, plus the entirety of every arm of their military that isn't the navy.

Another thing to bear in mind is that the EGtVV is one of those books where errors are so prevalent, that I personally feel they can only be attributed to deliberate misinformation on the part of the in-universe author.
Insanely conservative numbers for the fleet are in the multiple billions, if there's only one thousand sectors, and all of the 1600 combat starships assigned to each one are the smallest types. Less conservative numbers are in the tens of billions. Using the O'Leary numbers gives us hundreds of billions minimum.
Then we get into other sections of the Imperial Military, like COMPNOR, which has trillions of members.
