Even if an RTS were released for modern consoles, the nature of their interface would dictate a somewhat reduced scope and probably a slower pace as well. I really doubt Total Annihilation or Supreme Commander would translate well at all to a console controller.

Even if you don't tailor the interface to gamepads, with turn based you could put a person on a console vs someone on a PC and it will come down to who is the better player. At worst, the person on the console will just be slower to have their turn.
I was basically responding to kheegan there, who asserted that even turn-based was not doable with consoles. Going into more detail, if we consider tactical RPGs to be strategy games, then there are plenty for consoles - Front Mission series, fire emblem, advance wars, the combat portion of sakura wars, etc etc.

I think though it boils down to the fact that there simply is no incentive to make RTS games for the consoles primarily. It's not as if they can not support a mouse and keyboard, but really, it's going to take a revolution of some sort before game devs suddenly go "Well, let's just program for consoles (with the huge liscencing fees and the dev kit purchase) instead of for windows because we all know games are for consoles, PCs are for linux-wanking ;) )
