Um ... wouldn't "phase-shifting" the material create
interference, while leaving the atoms at the same phase would allow them to reinforce each other?

I think it's just a way to describe a layered armour with each layer at the same strenght. It doesn't make any particular sense, "phase" can refer to any number of things.

In physics, phase refers to the position on a graph of a wave, nothing else, as far as I know.

There is no need to use the word "quantum" to describe a layered atomic-packed lattice, since that is the nature of all metals.
The only application of the word "quantum" to this situation might be that the SW galaxy has somehow found a way to make crystalline solid structures using subatomic particles.
pion crystal and other quantm crystal.

The only quantum Crystal I ever heard about is a pion crystal and it was mention in reference to the core of a nuetron star.
