21st century humans and Star Wars humans are not that far apart, just give them fifty years of education and enhance their economy and technology with your own Imperial technology and they will be just like us. Why are you content to nuke Earth and just plant a flag in it, instead of harnesting the planet (and it's home system) to the best of it's ability?
Because pacifying and educating six billion technologically backward earth humans is a waste of effort. Six billion people isn't even a drop in the bucket for the Empire. Besides which, the Empire could exploit the resources without the irritation of guerrilla attacks on its soldiers. The only reason to pacify the earth is nostalgia or humanitarianism, of which the Empire doesn't seem to have much.

Moreover, the gap between Star Wars and 21st Century humans is at least 20,000 years, and probably more like 50,000+.

I would think the Earth would be something of a scientific curiosity; that, alone, would warrant not completely wiping out the major population and manufacturing centers. Of course, it's quite possible science isn't so far up on the Emperor's list of priorities, so your solution is probably the more likely.

No, the Emperor has shown a great deal of curiousity. His investments in superweapons and major expeditons show that Earth would peak his interest.

Good point - my best suggestion other than killing off the entire population would be to make an example of a continent or two with Star Destroyers, maybe Australia and South America, and establish an Earth-based totalitarian regime to administer the government. Any Imperial base could be set up in the ruins of whatever continent was wiped out. This would probably require only minimal Imperial forces - a Star Destroyer, some smaller escorts, and a couple of transports with Army or Naval Assault troopers.
