On Hoth, R2 was hanging around Echo Base's hangar scanning into the snowstorm when Luke went missing. Consider that Luke was supposed to be on patrol outside the base perimeter (several kilometers, perhaps more).
Also, the Eta-2 is described as being short on sensor equipment to save weight, relying largely on the astromech to perform scanning.
Considering these two facts, I doubt an astromech (a tooled-out one, at that) is an individual you'd refer to as "near-sighted" in the literal sense. As has already been discussed, C3PO probably meant it the other way.
