While Germania in principle discourages the overuse of opiates in principle, our government has no qualms about selling it to friendly nations, especially since cotton is in lamentably short supply within the Kingdom.

edit:

Germania currently posesses surplus resources of sulfur, and would be happy to utilize them to increase her overall wealth or for other, less tangible benefits which would equate to the benefit of such resources.

-La Republica de las Filipinas asks our neighbors, Crossroads Incorporated, if they would like to trade their surplus Opium crop for our surplus Cotton crop. The benefits should be evident, and the proximity of our nations will greatly facilitate trade.

-Have the rare materials in Tsarist New Guinea been taken? La Republica de las Filipinas has fine silks that would certainly please the Tsar's populace. Perhaps we could trade them for equal value of rare elements and compounds.

Tasso (Crown Colony of Southern Australia) has coal, iron, and cotton to offer. Will gladly trade them as a representative of a one-time naval and merchant empire. Western Australia is pretty barren, so could use food and some of the yellow stuff called sulfur.1

I'll consider offers for the rares, but am currently too unsure of exactly what they are worth, so I will think these over.

The Heads of Crossroadia wish to extend an offer of all surpless grain and food stuffs to your Nation. The price of trade is up to you as we would love to have access to your rare metals but will agree to trade for cotton as well.

This is acceptible to Germania with the exception that no foreign military vessels will be permitted to port at the northern bay or within 10 miles of it. This is a military exclusion zone and is inviolate.

Bill for the Suppression of Immoral Conduct in Opium Dens

Be it resolved that the Shura of Oman, elected by the tribes and the true legitimate government of Oman before the sight of Allah the Judge, will enact and make for the enforcement of laws suppressing immoral conduct caused by opium dens. Because the consumption and dealing of opium is not proscribed by the words of the Qur'an, the Sharia court shall have no authority over it. Yet because the spread of opium dens and other similar houses must tend to encourage the congregation of low characters and the decay of moral values, it is necessary for the government to act in the defense of social standards.

1. Houses distributing opiates and providing a place for the purchasers to lie stuporously in partaking of the drug (called "opium dens") are henceforth illegal. The congregation of more than four individuals not of the same house, for the purpose of consuming opiates, shall be considered the establishment of an opium den under this clause.
2. Likewise, partaking of opiates in a public place, or in a public house such as a restaurant, cafe, place of business, etc., even if the user of the opium be the owner of the business, is illegal.
3. The right of the individual to partake of opiates in his own home is confirmed; so too is the right of the tenant to partake of opiates in a rented house, provided that this does not violate the rules and regulations set down in his agreement with the renter; insofar as the above do not violate the rule of the first clause that no more than four congregate to consume the opiates, lest it tend to establish a de facto opium den.
4. The right to sell opium within Oman shall be reserved only to those holding a license to do so, as issued by the local government of their wilayat, at the discretion of the wilayat. Issue of this license may be refused for any reason.

The Habsburg Island government dispatches a trade delegation and diplomats to Luminifera, to discuss trade agrements including sulfur vs coal and technological advances.


Habsburg is also interested in coaling rights, free passage though Luminiferan waters for its merchant and naval vessels and would grant the same to Luminiferan ships.

A mutual defensive treaty could also be put onto the agenda.

Safe anchorage and negotiated low rates of resupply are available for nations which are willing to assist the Grand Sultanate of the Maldives in future defensive actions. We acknowledge our weakened state until we can complete negotiations for ships. And we would like to seek long term pacts for defense and trade of resources and culture with powers willing to enter into such an amicable relationship.
