Coast of Pualau Bintang, Newly constructed outpost Port Tima

The floor was still being laid down in places as pitch was spread over just finished roofs. Stores of food and goods where being taken stock of as the newest outpost Port Tima was being made ready for it’s position to oversee the free and safe passage of goods through the straights of Malacca.

In the natural bay of the isle of Bintang, the ships of the 2nd and the 3rd Coastal Patrol lay at anchor. Their small torpedo boats charged with patrolling the waters around the new port. Aboard the Prometheus, flagship of the expedition, the great battleship was ready to make steam and report back to the capital. Only the report from a torpedo boat returning from patrol halted their departure.

“A battle group? Flying the Bativian flags? Strange that they should be up in these waters, are you sure?” Mused Captain Moz as he tugged at his mighty moustache. The timid petty officer nodded as he recounted what he saw.

“A large force sir, it didn’t seem hostile, and I am sure they spotted us, but they are making steam here and may arrive before the night.” He spoke as Moz puffed from a pipe he turned to the officer.
“Very good then, Mr. Dibbs? An extra ration of rum to your crew tonight for this fine catch.” “Aye aye!” he replied before exiting, leaving Captain Moz with an attendant.

“Batvia? No doubt we may have ruffled a few feathers in their admiralty with our moves of late.”
“Ach I agree so Captain, I’d hazard a guess they be worried the Lord Admiral may be thinking up an ‘outpost’ near thar Straights as well.” Replied Ivan Zimm, Moz’s second hand man.
“Zimm? Catch that boat officer, tell him and two other of his detachments boats to steam ahead and meet with the Bativian ships, take this message… “To the honourable representative of the Admiralty of Bativa. As liaison to the Lord Admiral of Crossroadia, I do hereby invite the officer staff of your group to inspect the grounds of our newest outpost and then to dinner abroad our flagship. Acting Flag Officer Theodore Moz.””

Ivan looked over the note as the Captain stamped it.
“I’ll take this at once.”

Joaquim puffed thoughtfully on his cigar, wisps of smoke wafting and dispersing in the slow beat of the room's mechanical fan. A tray of apertifs rested on a low table next to the sumptuous chair in which he reposed.

Across from him, seeming just as casual, sat Maria III Ana Wadiyar de Braganca, by the Grace of God Queen of Portugal, India, etc. etc.

She did not seem as such, still decked in a sporty tennis dress. Entering her thirties, the monarch made a point of keeping herself physically busy. Some experts had recently announced their belief that exertion was actually beneficial for the countenance and one's longevity.

"Well, Joaquim. It seems our efforts in the East are halted at every turn by forces quite opposed to my honest claims."

He shrugged. "We weren't exactly diplomatic. These people are touchy to the last, and jealous of their position. I shan't be surprised if we see the Eastern Islands arise as a cohesive power bloc in the future..."

Her majesty shook her head, dark hair stringy with a faint sheen of sweat.

"Quite unacceptable. Think of the effects? If the Straights are all in the sway of a single group, trade with the region will be only at their say-so, at their prices. That will doubtless unite the Oceanic powers toute-suite, and then where will we be? The Great War all over again. Also, it will quite put an end to our designs on Macao and Timor..."

"On a totally unrelated note, my lady, there's news from Madras- a damnable Marxist is running for the Internationalists."

"I'd thought that crazy old Jew was done with his rantings! After the distasters in Poland and Bulgaria..."

"It seems he won the nomination on the backs of uppity natives and starry-eyed students."

The two Crossroadian ships were spotted quickly. The Batavian fleet was steaming at eighty per cent of its maximum flank speed, a powerful detachment of the Navy in itself. Nonetheless, guns were trained on the oncoming small vessels, even though the Admiraal doubted that.
They showed friendly signals and wanted to drop off a message from the Crossroadian forces.
Vice-Admiraal Rucht read it carefully and looked up to the Crossroadian officer. "Very well," the Admiraal finally said. "We accept your invitation and will notify you as soon we reach our station. Vice-Admiraal Karl Rucht, Batavian Conglomerate Navy."

Just off the coast of Ternate
The roar of cannon, followed by the pounding of arriving shells, permeated the air. Smoke billowed from the city of Ternate and its forts, fires could be seen through the thick fumes. Wrecks of wooden warships dotted the waters near the coast. The proud iron ships that sunk them stood nearby, their guns regularly spitting flames and death toward the coast.

Aboard one of the vessels, "Sir, they appear to be signaling surrender."

"Exellent. All ships, cease bombardment. Signal acknoledgement and desire to negotiate."

Based on islands right next to eachother, the Sultanates of Tidore and Ternate have opposed eachother for centuries. At their heights the two Sultanates were impressive in size for nations sprouting from such tiny islands. Tidore's control extended to Buru, Ambon, and the islands off the coast of Papua. Ternate ruled an area stretching from Sulawesi to Papua. Both nations have historically shared control of the larger Halmahera island. Nowdays they still share Halmahera, but the rest of their domains have shrunk. Tidore mantains influence over Obi and Bacan, while Ternate's influence streches over Morotai and the little islands north-west of Halmahera.

In 1889, the Sultanate of Tidore asked the Filipinas for help by way of the Republica's vassal, the Sultanate of Sulu. They were desperate, their rival Ternate was getting a definite upper hand. The Sultan remembered that Spain had allied with his nation some 200 years past, and sought-out the Spaniards again.

During the first few days of 1890, three Filipino squadrons and over 7000 troops arrived to bring Ternate to its knees, which they did over the space of a few days. The Sultan was left with little choice: watch his capital city go up in flames shoot out of the invincible iron ships, or surrender and hope for favorable conditions. The massive display of power made the Sultan of Tidore second-guess his decision, he had made a real Deal with the Devil. All the Filipino King need do was give the order, and Tidore would also be laid waste.

The negociations did not last long, with the Republica de las Filipinas' definite upper military hand allowing it to virtually dictate terms without opposition. The Sultanate of Ternate was partially made a vassal of the Sulatanate of Tidore, and forced to cede a large section of Halmahera. However, under the guise of an "alliance", Tidore itself was made a vassal of the Filipinas. In a bold stroke of military might and ruthless negotiation, the young nation established legal claim over a large area of territory. All that was needed know was to consolidate it, after all, not all the natives would be as accomodating as the Sultans...

Banda Island (85 miles southwest of Ceram)


Through the dark of night, Rear Admiral Guntur Sudharto observed the lights of every ship in his fleet. Cruisers large and small, torpedo destroyers, cargo vessels and troop transports could be seen, anchored in formation around his battleship. His battleship. After all, it was only proper that the admiral whose flag flew from this mighty ship, named for the late king of Sumbawa, be Sumbawan. Admiral Sudharto was among the few natives of the AUK's islands that had risen so far in the ranks, and he had earned it through decades of determination and hard work.

The Admiral shifted his gaze towards the fires of the fishing village on Banda's shore. The Ambassador, the highest ranking civilian on this expedition, had gone ashore over an hour ago to seek a treaty with the local chieftain. The terms would be simple: The Alliance would offer the Banda islanders modern technology and infrastructure, as well as a security guarantee. All he would ask in return would be that the Alliance Navy be allowed to use Banda as an anchorage, and once the supplies were available, construct a forward naval base. Given the island technological backwardness, as well as the current tensions in the South Seas, it was believed the chieftain would accept the treaty without reservation.

A light began blinking on the coastline. It was a simple code; Admiral Sudharto knew the message before his signal officer reported. “Sir, Ambassador Randolph sends that the terms of the treaty have been fully accepted.” “Very well, Lieutenant. Signal Commodore Whitmore’s squadron to weigh anchor at once,” the admiral replied. Soon six sets of lights began to move in the dark. These cruisers were going to send those damn Portuguese a message. In the morning, the battalion of Sumban Marines embarked on transports would land, and begin construction on temporary facilities.

To the various sovereign nations of the South Seas and Indian Ocean:

The Alliance of United Kingdoms will not suffer any claims upon its sovereign territory. The recent Portuguese desire to retake the Island of Timor from its lawful government is not only a grave threat to the Alliance, and to the Timorese Kingdoms, but an affront to the people of Timor, and indeed, to freedom loving peoples around the world. The Alliance of United Kingdoms will never, under any circumstances, cede Timor to its former colonial overlords. Their unjust rule has long since been overthrown by the will of the Timorese people, and will not be allowed to return. The Alliance will also never offer reparations to the former rulers of Timor. Not only would this imply a rightful claim to the island, but it would be a dear insult to the many Timorese who fought, and died, to gain their independence.

In light of this, the Alliance will not tolerate a Portuguese military presence so close to the Alliance. The forces now colonizing Seram Island must remove themselves within the next week. An Alliance cruiser squadron has been dispatched to deliver, and enforce, this ultimatum. If this is not complied with, it will be enforced through force of arms. War is never something to enter into lightly, but the Portuguese Queen may soon find out that some things are indeed worth fighting for.

To His Majesty Richard the First, King of Sumba, King of Kings of the Alliance of United Kingdoms, Grand Admiral of the Allied Fleet,

Your ultimatum to Royal India over their occupation of Seram Island is a gross overreaction on the part of your government. However wronged you may feel by the claims asserted by the government of that nation, you must realize that you have very little cause for war. Seram Island lays far outside your borders and the Royal Indian Navy in no way violated your sovereignty.

However, this incident does highlight the danger of allowing the tensions between your government and the Portuguese to continue to rise. Therefore, I propose that you both send representatives to Madras put to rest the issue of Timor without resorting to warfare and bloodshed. I hope that this will be acceptable, as I consider both yourself and the Queen of Portugal to be valuable friends and trading partners of the People's Republic.

The NRA Rápido pulled into her berth, white hull gleaming in the tropical sun. The city of Batavia, beating heart of the Conglomorate, rose before her like some sort of confection. Brick manufactories mixed with native tenements and gleaming corporate palaces. Vessels came and went, under steam or beneath banks of shocking white sails. Dusky stevedores worked ceaselessly, supported by ranks of industrial steam-cranes, unloading goods as Dutch and local trademen argued, bartered and negotiated with captains of a thousand hues, religions, and origins. Voices chattered in languages ranging from tagalog to english, and the flags of a hundred countries waved next to the standard of the Batavian Conglomorate as the incoming ships hoisted the honor-flags of their hosts, as was tradition.

Senhor José Manuel Durão Barroso disembarked from the Portuguese fast courier, resplendent in silk suit and ambassador's medals. Household guards, both dark-skinned cabalheiros and iberian, marched at his side in cream-colored turbans, bearing Armamento Estado rifles with long sabre-bayonets.

A bevy of Batavian dignitaries waited for him, dressed reservedly and businesslike. A Conglomorate cruiser sat in the bay, a display of power far more impressive than the fast courier and it's cargo of dignitaries could present.

The Senhor stepped towards his hosts.

"Good afternoon, Christians! In the name of Her Majesty, I bring tidings from the Estado Real del India."

Admiral de Soya smiled thinly, his patrician moustachios framing the expression.

"Cut boilers, and tell the gun-crews to stand down. British honor is nearly as legendary as their respect for form and ceremony. Ready a pinnace, I will join the captain at the soonest moment possible."

The lookouts had spotted no threats on the horizon, and it seemed like the threat from the Australian warships was nil. It would hardly be the place of an admiral like de Soya to start a war over a sliver of land like Ambon, in any case.

"It seems that this adventure is over. The squadron may stand down from general quarters."

José Manuel Durão Barroso was lead into the office of Pieter de Beer and was welcomed heartily. The Portugese envoy noted the austere decorations. The large desk of mahogany dominated the side opposite to the door, a rather depressing picture of a naval battle dominated the right side of the room; the group of armchairs to his left seemed to be the only comfortable thing in the room. Yet the man he was introduced as the head of the Batavians seemed to make even that austere room a nice and friendly place. A full head taller than the envoy, spindle-thin, he carried an almost infecting aura of humour around him.
"Welcome to Batavia," he beamed and nodded towards the armchair group. "Please, take a seat. Any refreshments?"
"Thank you," the envoy walked towards the group, "as it is, I am a bit thirsty after the trip. A refreshment would be welcome."
A tablet with some drinks and fruits was brought nearly seconds afterwards.
"Now," the Directeur said in a more business-like mode, "I doubt you're here for the refreshments alone.
"Yes," the envoy nodded. "That is a fair bet."
"Your nation has made quite an entrance into the region here, ruffled a few feathers. Not us, if you might note, expansion of one own's territory is as natural as breathing, after all. So, I feel there is some mutual ground we could expand on. Or what do you think?"
The Directeur loooked at the Portugese envoy, clearly interested in what the envoy might have been authorised to tell or do.

To the People’s Republic of India, and the Royal State of India

The Alliance of United Kingdoms gladly accepts the People’s Republic of India’s offer to host negotiations with Portuguese India to settle the issue of Timor. While that island’s sovereignty is in not by any means on the table, in the interest of peace between our great nations it has been decided that we must seek peaceful resolutions to the disagreements our nations have.

In addition, the Alliance of United Kingdoms would like to assure the international community that its naval forces will not make any hostile actions towards the Royal Indian forces on Seram. When the Alliance received its first information concerning Portuguese actions, we were quick to assume the worst. Upon receiving more information, and consulting with foreign governments, it has been decided that the Alliance will indefinitely postpone its deadline for the withdrawal of Portuguese forces from Seram. The Alliance position remains unchanged, but in the interest of peace the Alliance will take up its issue with the Royal State of India diplomatically.

Armored Cruiser SMS Kaiser Rudolf, Flagship Strike Squadron, off Mahe/Seychelles

Commodore Fischer looked at the rebel light cruiser while its superstructure dropped beneath the waves. The cruisers Graz and Olmütz were picking up survivors, while his ship and the protected cruiser Lepanto moved into bombardment positions and steamed slowly in circles, in range for their artillery, but out of range of the shore guns.

“So much to their sea defences - message to the shore: ‘Surrender now or we initiate bombardment’ , Guns, if we have no reply within 15 minutes, fire short at first for two salvoes, then for effect – their pitiful shore guns will not hold us up for long. They have to know that, and I do not want to reclaim the island after a bloodbath. Ensign, my compliments to the ambassador, and tell him he will have a meeting with the local chieftain in two hours.’

‘Sir, a white flag is hoisted'

‘Excellent, signal to Mantikor and Basilisk, they shall lead the transports in to land the troops – we will reclaim this island for the Empire, Ambassador Andrassy can handle the details. And send a transmission to the Governor-General that the mission has been accomplished with slight damage and losses only.’

Your response offering reassurances and a locus for negotiation, though kind hearted, is not necessary. The Portuguese presence in Seram must be withdrawn as swiftly as possible. There can be no negotiation over this.

The grand council of state sat in the narrow and restricting confines of the airship, around a foldable table. Sometimes the Tsar's wishes were almost too much.

"Sergei, you know we can't focus on building ourselves up forever. One day we're going to have to go out there into that cruel world and why not today?"

Sergei Witte paused for a moment, "Martin, I'm not saying we should be isolationist, but we need not focus on weapons of war before internal improvements. When we have more railways and factories than any other we can step on them like Elephants on ants."

Martin Van Peebles was about to reply when the Tsar turned away from the Port Hole and to the table. "But when will we have enough Sergei? Never! And need I remind you that a pack of tigers can take down an Elephant."

"Lions."

"What?"

"Lions. Tigers don't move in packs."

"Well... yes. Regardless, we must make sure no one bests us, both by internal improvements and by kicking down the Anthills around us. Sergei, I'll approve half of your suggestions. We'll go through it later. Admiral Makarov, you will get your Torpedo Boats and minelayers."

The Admiral nodded, "And, your Majesty, what of Martin's proposed expedition towards Seram?"

"Yes... good point. Send three Cruisers, not two."

"And what of the Philipine's expansion?"

"Send another cruiser there to patrol our waters. And send a representitive to discuss with the expedition leader."

Captain Stepanovic chose this moemnt to speak up "You know, your majesty, if you had a naval drigible you could send your representitive from shore to a cruiser already in the water if you wanted. Or even in the airship alone."

"Really?"

"Yes, your majesty. Also, we're landing, you said you wanted to watch how we did?"

"Why yes! Thank you Ogneslav. And with that, gentlemen, I think this meeting is adjourned."

Evening at Port Tima Pualau Bintang, Private Dinner aboard Battleship Prometheus, representing Bativa and Crossroadia

It had been a leisurely afternoon touring the newly constructed port. Great amounts of coal where being stored as extra store houses where made ready for more. The visiting dignitaries from Batvia where treated lavishly as they passed through before retiring to the Officers mess aboard the Prometheus.

Captain Moz was busy pouring some of his private Scotch as he looked at the notable visitors around the table.

“Again, it seems as if the Lord Admiral had indeed miscalculated in staking claim to the island here before consulting you. Perhaps it was merely building a permanent settlement in such a sensitive area as the Straights of Malacca.” Moz stated before placing the glass down, eyeing Vice-Admiraal Rucht as he lay down a Sketched Map.
“You’ll see good sir, our plans are not to take Bintang and move down toward you, but rather upwards. The High Executives wish to eventually set up a series of port coaling stations for the purposes of expanding open trade in the area. I trust that these areas are far enough away so as not to infringe upon your sovereignty?” He stated gesturing toward the map before taking a long pause.

“But now of course it seems we have this nasty business in Seram Island don’t we? Curious how that may play out, haven’t been able to get a full report of the situation.” He said before leaning back, finishing his drink.
“I would imagine that after the furoar caused by our settlement, Your admiralty must be similar up in arms over the claim to settle an island so much closer to you, wouldn’t you agree?”

After the message had been delivered, the small Batavian fleet anchored a bit away from its Crossroadian counterparts after its arrival. He already saw the small pinnace that would take them over to the Crossroadian Battleship.
"Ugly bitch, isn't it?" the Admiraal said to his aide.
"Yes, I would say so," his trusted aide answered. "From our reports, they seem to pack a slightly bigger punch than our equivalent ships, but they're sluggish and slow as some sleepy snail. It'll be a cold day in hell that ship'll ever force us into an engagement. Even then, they could have gone for a nicer looking ship."
"Well," the Admiraal chuckled, "can't have anything. And in the end, only the fish will have to live with it if push comes to shove."
The pinnace was pulling up alongside and the Admiraal and his officers were stepping down the ladder.

A nice dinner later, the Admiraal had listened carefully to the Crossroadian Admiral and his ideas. He really didn't like it, but he never showed. He was a professional.
"Captain Moz," the Admiraal spoke with a slight Dutch accent, "your business here in and around the Strait of Malacca is quite different from the Portugese efforts. For one, your outfit is a bit closer to us than the Portugese operation, at least to our maps. And they haven't done anything even slightly threatening to our shipping." He sipped some Scotch. "The commerce running through that Strait is important to that region. And is bordered by two nations, not yours. Violating sovereign territories of other nations in order to bring pirates to heel has a special note to it. It seems that it is your luck no one objects to it. But what stops you from doing it to the Sunda Strait if you felt like it?" He looked the Captain in the eye and before the flustered officer could respond, he cut him short. "We don't object you expanding upwards, but I am here, among others things, to...discourage you to do anything remotely like this in our waters. It would be quite untoward." He smiled and took another sip of the Scotch.

Captain Moz regarded Rucht for a moment as he listened to the mans words. His great moustache furrowed as he made a displeasent face.

“My Good Vice Admiral, you do wound me. The series of Ports and coaling stations we plan to expand upon are to be held firmly within civilian hands and under the management of High Executive Wonker. The only reason at all we pressed our military forces into this area at all was to free it from the burden of rouge elements and pirates.” The captain spoke before gazing off into the distance.
“As it stands, free shipping is the last thing we wish to impede or threaten. Are coaling stations shall be open to all and shall serve no other purpose but to maintain peaceful trade between nations. And as for expanding hostile toward you are other nations… I believe the lessons of Europe have taught us that War is indeed not good for business.”

At a hastily called council of the High Executive, the great Lords of Crossroadia set assembled, having just listened to a telegram dropped from Airship atop the tower.

“So it would seem that the Bativian nation, despite the bluster and apparent displeasure of our initial move, will stand for the settlement of Bintang and the Northern islands.” Lord Admiral Fandango spoke as the others nodded in agreement, General Plumbean speaking next.
“I would make a motion that for funds and resources set aside for three similar ports, here now, Mr Wonker, I believe Coal production must be severally increased to fill these new station, yes?” The Brtish General spoke as the Swiss banker stood.”
“Ah yes, Every mine in Obsen is working double shifts to fill the order on hand, when finished will we be able to offer supply stations to any merchant shipper within the area.”
“For a slight fee?”
“Naturally your Lord CEO’ness” Walter spoke, addressing Mr Andrews for the first time. A pause fell over the room as the Great CEO lay in thought.

“A fee is good, but, be sure not to make it to high, we must tred carefully now. Matters have come afoot that have put me ill at ease. This business with Royal India is an unpleasant affair, yes, I think it wise to maintain our current front and make sure to take caution that this unpleasant surprise not repeat itself. Jonathan spoke before turning to Professor Throckmorton .
“My good Professor how goes the initial tests of our Airships?” The stout German stood up, his English a bit broken and heavlly accented as he waved some charts.
“Itz zeems that current zcouting patroles around our coasts have been very ssucczesful. Ve amount of additional line of zight that iz recorded is most advantageous! Once vunds are secured for additional diridgables, ve zhall be able to zee incoming varships from a var greater distance!” He spoke excitedly as the CEO nodded.

“Very good then, gentlemen, it would seems are all in order then, carry out plans as they have been stated, and Glory to the Crossroadia.”

"I'd like to present Her Majesty's assurance that the colonial ambitions of a friendly power would recieve nothing but support. As a matter of fact, Her Majesty would be willing to offer a ten-year lease on the port-town of Puttalam, on the western coast of Ceilao. In exchange, we'd ask for your support to our colonial ambitions in the area around Seram Island, as well as reduced fares to transit the Sumba Straits."

Mehmed Kamil Pasha was a citizen of Oman but no Arab; rather, he was a Turk from the island of Cyprus. He had been in younger days an important official of the Ottoman government and had filled many posts, and very likely would have become Grand Vizier if the Ottoman Empire had not been destroyed by Russian invasion and the rise of the Khaliphate.

It was now his burden to set up the whole embassy apparatus.

Now was his meeting with the foreign minister of the so-called Portugal, and in his case he carried a warm letter of friendship, with some articles public and others secret. The revanchism of the Portuguese had to be dealt with carefully; if they believed that whereever their Lusitanian boots had once trod must be brought back into embrace, it would mean tension and possibly open conflict with Oman. Such a problem had to be clarified and defused before it became inflamed. Oman had enough problems on its own peninsula without have to deal with that, and it was better to make friends than to let a grievance fester and an ally become an enemy.

"Captain," Rucht said with a feral smile, "civilian hands are all fine and dandy, but if history taught us anything, it is that things like this are more fluid, shall we say? But as it is, the Conglomerate is willing to allow such stations to be created. We will of course check on them that they stay purely civilian. If you should ever try and turn it into a naval base, things might suddenly get a mighty lot murkier, if you get my drift."

"Well," the Directeur smiled, "for one, you understand correctly. Batavia cannot allow itself to be limited to its current space or clueless of its surroundings. So any help is welcome. I think we can both help us in this regard."
He looked at the envoy, sitting calmly in his armchair.
"I think, and its the general consensus of the Raad, that the nations opposing you did not do so out of the good of their hearts, but because you went first. I bet you a small battleship that if you hadn't been there first, they'd soon stretched out themselves. As we might have, but we also have isles close to us that could do with a little change in management." He fell silent for a few seconds, thinking something over. "As for your proposal, I have to tell you that it would first have to go through the Raad, but I can say with quite some certainty that it will be accepted in general. Just a few details still to be worked out. For one, what do you need as support? Should we draft up a formal declaration? And secondly, would a longer lease for that port be within grasp? 10 years is a bit short, if I may say so myself. After all, we would be maintaining it and use our resources to its benefits."
