Don't know to be honest. As far as I know the outbreak started in Qom which is one of their holy cities and a big pilgrimage site. I haven't really looked into it to try & figure out what's going on over there, I know next to nothing about modern day Iran so I don't really know where to begin.

There's a theory involving zoonotic cross species transfer between Corona and Middle East Respiratory Syndrome (MERS). Basically, theory goes -- tourists visit Iran and do camel rides, infect the camels with Corona, and it combines with the MERS already exant in the Camels; producing a more lethal mutation/variant/strain.

Speaking of bans. China's imposed bans on US food in the past for health/sanitary reasons.

January 2015 is when they banned chicken imports. That ban lasted until November 2019; two years after the US was free of the avian flu outbreak that prompted the original 2015-era Chinese ban.

Back in 2003, they banned beef imports. That lasted until July 2017, fourteen years later; well after the MAD COW scare that prompted the original
2003-era beef ban.

In late April of that year, the World Health Organization (WHO) had announced the emergence of a novel influenza that was given the name H1N1. The outbreak began in Mexico and the southwestern United States, but by June, the WHO declared that the outbreak had become a pandemic. A pandemic is a global health risk, but China’s reaction to the threat was to target only one nation: Mexico.

One of the Mexicans in China at the time was Ambassador Jorge Guajardo, who served as envoy to Beijing under two Mexican presidents from 2007 to 2013. During his tenure as ambassador, he accompanied then vice president Xí Jìnpíng 习近平 to Mexico on his first trip abroad as designated successor, and he has spent time with many other former and current senior leaders. Guajardo is now a senior director at the strategic consulting firm McLarty Associates in Washington, D.C., and able to freely speak his mind about his experiences in China. We asked him a few questions:

When did China start quarantining Mexicans and suspending transport links?

The quarantine of Mexican nationals began the first week of May, after a flight from Mexico landed in Shanghai and one of its passengers, who had transferred to Hong Kong, felt ill and tested positive for H1N1. Immediately thereafter, China started rounding up every passenger on that flight and putting them on quarantine.

We got reports of families being woken up at their hotels at 4 a.m., asking them to please come to a hospital for a quick test, and they could return to their hotel afterward. Once at the hospital, despite testing negative, they were kept on quarantine, against their will.

That same week, China announced that it was suspending the sole direct flight to Mexico. The Chinese consulates in Mexico closed for “maintenance” and China stopped issuing visas to Mexican nationals around the world. Meanwhile, every Mexican registered in a hotel in China, having been on that flight or not, was placed under quarantine.

How did the Chinese government communicate with you as the ambassador at the time? Did it tell you what it was planning to do?

China never officially communicated to us, or our capital, what it was doing. When it first started detaining Mexicans, I tried to reach the municipal authorities in Beijing and the Ministry of Foreign Affairs. At first they admitted they did not know what was happening and offered to find out. We never got a response from them. They just stopped taking our calls.

The situation was tense, as we had about 200 citizens detained in China, some in good conditions (Guangzhou), some in bad (Beijing), and some in awful conditions (third-tier cities). Mexicans were afraid, not knowing what they could expect, and they were calling the embassy and consulates for assistance. We were unable to offer any responses, since we were getting none from the Chinese authorities ourselves.

I tried visiting the Mexicans who were under quarantine in Beijing, but was not allowed in to see them for “sanitary/health” reasons. I offered to wear protective equipment, but still, they would not allow me inside. Meanwhile, we were getting reports from those inside that municipal authorities were walking and talking to the Mexicans without any protective gear. None. It was all for show.

What else did they do to Mexicans in China?

China stopped issuing visas to Mexican nationals, and Mexicans in China were being put into quarantine simply because of their passport, regardless of where they were coming from or if they had been in Mexico recently.

The Mexican Consul General in Guangzhou landed on a plane from Cambodia. Upon landing, the captain asked if there were any Mexicans on board and asked them to identify themselves. When he did, the plane stopped before arriving at the gate, they brought portable stairs, and he was escorted out of the plane. Only after he identified himself as a diplomat was he allowed to leave. He had not been in Mexico for more than three months. They didn’t ask, and didn’t care.

Another Mexican who lived and worked in the U.S., who had also not been in Mexico for a few months, landed in Beijing and was put in a quarantine because of his passport. All other Mexicans arriving in China were placed under quarantine. This lasted well into July.

Did they treat people who had visited Mexico similarly, or was it just a crude campaign targeting people with Mexican passports?

The first case of H1N1 that arrived in China was a U.S. citizen from St. Louis, Missouri. The second and third were also U.S. citizens. No Mexican ever tested positive for H1N1 in China. No travel bans were placed on any other country or nationals other than Mexico. It was only aimed at Mexico.

The Chinese government sent a plane to evacuate Chinese nationals in Mexico. Mexico sent a plane to evacuate Mexicans in China. China would not allow the Mexican plane to land in China. It was only after Mexico threatened to deny landing rights to the Chinese plane, which was already in the air, that they caved to our request, but on the condition that the Mexican crew not deplane. The plane had to fly with two full crews, to relay each other, without deplaning on a route from Mexico City, to Beijing, to Shanghai, to Guangzhou, to Hong Kong, to Mexico City.

Did the Chinese government ever explain its decisions to you once the pandemic was declared under control?

The Chinese government NEVER explained its actions, it never apologized. It did, however, complain when the president of Mexico accused it of mishandling the SARS crisis. I never, to this day, heard anyone in the Chinese government acknowledge or imply that they may have overreacted, despite being the ONLY country in the world to have adopted these measures.

Only now, after seeing how it reacts to other countries imposing travel bans on China, do I come to realize the absolute lack of self-awareness on its end. It cannot fathom it was much harsher on Mexico. By the way, Mexico has NOT imposed a travel ban on China, or Chinese nationals, because of the coronavirus. We have not closed consulates or embassies. We have not issued travel warnings. We are treating China the way we appreciated other countries treating us during H1N1, and the way we had hoped China would.

An article which reads like a China bashing one. You convinced me. I totally will not look deeper into this matter and just accept they only targeted Mexico. Oh wait, of course I am going to do it. In like less than 5 minutes of google, we find that the claim is... absolutely true
If you accept the UK was apparently part of Mexico in 2009.

Apparently the US was also part of Mexico since the Chinese continued to only target Mexico with quarantine. I must have missed the part where you singlehandedly liberated the US from those Mexicans, who we know you hate. :D

But look Shep, if Wong was here, he would say, even if China just targeted Mexico, or their quarantine of swine flu suspects was an overreaction, your point is still a red herring. Because my argument was, that China did appropriate steps to minimise (or at least delay) covid 19 spreading to the rest of the world which allows the world time to adapt, whereas the US with H1N1 did not.

Trump administration officials are holding preliminary conversations about economic responses to the coronavirus, as the stock market fell sharply again on Friday amid international fears about the outbreak, according to five people with knowledge of the planning.

Among the options being considered are pursuing a targeted tax cut package, these people said. They have also discussed whether the White House should lean even harder on the Federal Reserve to cut interest rates, though the central bank on Friday afternoon said it would step in if necessary.

No decisions at the White House have been reached on these options, and officials stressed conversations remained preliminary and extremely fluid.

Vice President Pence’s office is involved in the discussion of possible responses, two people said.

These ideas would not be designed to stop the spread of the coronavirus, but they would seek to arrest the economic fears spreading through the economy. And some of the ideas would need cooperation from Congress or the Fed, as the White House has limited powers to unilaterally rewrite tax policy or direct the central bank to act.

Asked about potential options for tax cuts, one senior administration official said numerous ideas are being discussed and that the talks were “very preliminary.”

The people spoke on the condition of anonymity to discuss internal planning. White House officials are expected to present President Trump a menu of options at a later point.

White House economic adviser Larry Kudlow, a member of the coronavirus task force assembled by the White House, told reporters Friday there were many internal meetings but that no “precipitous” actions are imminent.

“There is nothing definite I can report. There’s a lot of conversations in and out of the Oval Office,” Kudlow said when asked about a potential White House response. “I was with [Trump] the other day talking about one thing or another. We are dealing with this almost a day at a time, and we have no precipitous actions right now.”

According to a pool report, Kudlow added: “I just don’t think anybody ought to panic right now. We’re going to stay the course on our policies.”

A White House spokesman declined to comment further.

Trump has been alarmed by turbulence in global economic markets, The Washington Post reported earlier this week. On Friday, the Dow Jones industrial average opened by falling an additional 1,000 points — or nearly 4 percent — after already being repeatedly clobbered throughout the week. Some experts fear the coronavirus outbreak will lead to a prolonged economic impact and worry that federal policymakers have limited measures to respond at their disposal.

Fed Chair Jerome H. Powell said in a statement Friday that the central bank will “act as appropriate” to help the U.S. economy. “The Federal Reserve is closely monitoring developments and their implications for the economic outlook,” the statement said. “We will use our tools and act as appropriate to support the economy.”

Trump has frequently attacked the Fed during his presidency and at his news conference on coronavirus on Wednesday again maligned the central bank for not doing enough to cut interest rates. Trump can call on the Fed to lower interest rates but there is not precedent for him ordering them to do so, so his powers could be limited. Congressional lawmakers have also begun discussing a multibillion-dollar supplemental aid package to help respond to the outbreak, and those discussions are expected to continue into the weekend.

Sen. Charles E. Grassley (R-Iowa), chairman of the Senate Finance Committee, said there are no plans as of now to prepare a tax cut to respond to the coronavirus threat.

“At this point, the coronavirus has not had a broad impact on the U.S. economy and its effects have been limited. However, Chairman Grassley and the Senate Finance Committee stand ready to consider appropriate tax relief responses if that becomes necessary and the extent of the problem can be determined,” Michael Zona, a Grassley spokesman, said in a statement.

The options for the White House are limited. Historically, most administrations have found it difficult to instill confidence in troubled investors, and this case may present a particularly vexing challenge, said Chris Rupkey, chief financial economist at MUFG.

“They’re really stuck here in terms of trying to find a fix for the plunging stock market,” Rupkey said. “It’s very difficult to stem a panic like this has become. Everyone is just waiting for the next shoe to drop.”

Tokyo has no Plan B for this year's Summer Olympics despite alarm over the spread of the coronavirus in Japan and elsewhere with less than five months before the event. A senior official of the Tokyo 2020 organizing committee told Reuters on Friday (February 28) that "There will not be one bit of change in holding the Games as planned," Preparations have been going on for the best part of a decade and with around $12 billion dollars of investment, Japan is eager to quell fears the Games might be called off, postponed or moved to a different location due to the virus. Though on the decline in China where it originated, the flu-like disease is moving fast around the world, including more than 200 cases and five deaths in Japan. The man potentially with the final say on the matter is International Olympic Committee president Thomas Bach, who bolstered Tokyo's stance on Thursday, saying his organization was "fully committed" to holding the Olympics on schedule. In a telephone interview, the Games delivery team said they were quote "facing up to" the coronavirus - but it would not derail the three-week event starting in late July. Some Japanese media had reported on a six-month postponement being considered, but that's also been denied by organizers, adding that preparations were on track. Japan is, however, considering scaling back the Olympic torch relay due to the coronavirus threat. And in its latest statement on the issue, the IOC said preparations for Tokyo 2020 "continue as planned" and it had "full confidence" in authorities to take all necessary measures.

This seems like a bad idea.

Wuhan closes makeshift hospital as new coronavirus cases in China drop sharply

BEIJING/SHANGHAI (Reuters) - The Chinese city at the center of the coronavirus epidemic closed its first makeshift hospital, one of 16 hurriedly built to handle the epidemic, after it discharged the last recovered patients, state broadcaster CCTV reported on Monday.

News of the closure coincided with a sharp decline in new cases in Hubei province and the provincial capital Wuhan, but the country remained on alert as Chinese nationals returning home are testing positive for the virus.

China’s central Hubei province, the epicenter of the country’s coronavirus outbreak, reported less than 200 cases of new infections for the first time since January.

Hubei had 196 new confirmed cases on Sunday, the National Health Commission said on Monday, sharply down from 570 cases a day earlier and the lowest since Jan. 24.

The decline was driven by a fall in new cases in Wuhan, where the virus first appeared last December, which reported 193 new infections, the lowest since Jan. 26.

Mainland China had a total of 202 new confirmed cases, the lowest since Jan. 22. Excluding new infections in Hubei, there were only six new cases in mainland China, the lowest since last month. That brings the total number of confirmed cases in mainland China so far to 80,026.

The death toll from the outbreak in mainland China reached 2,912 as of the end of Sunday, up by 42 from the previous day.

Hubei accounted for all of the 42 new deaths, while 32 people died in Wuhan.

In line with the falling number of new infections, Wuhan closed its first makeshift hospital after it discharged the last batch of 34 recovered patients, CCTV reported.

As of Feb. 28, Wuhan has created 16 temporary hospitals, adding 13,000 beds, with 12,000 people treated so far. Overall, the number of Wuhan hospital beds have risen from 5,000 to 23,000.

Eighteen provinces across China have so far lowered their coronavirus emergency response level in the past week, the latest being Zhejiang province which cut its emergency response measures to level II from level I, according to the provincial government’s official Weibo account on Monday.

China has a four-tier response system for pubic health emergencies that determines what measures it will implement, with level I the most serious.

President Xi Jinping warned on Sunday however that China needs to take a long-term view of the outbreak and plug loopholes in its laws and emergency response mechanisms, as Beijing reported two new cases of Chinese nationals recently returned from Iran, where coronavirus cases have multiplied quickly.

China’s Global Times also reported on Monday one imported case from Italy in Zhejiang province, though its local health commission said there were no other domestic confirmed cases reported in the province on March 1.

San Antonio, Texas Mayor Ron Nirenberg on Sunday said that the Centers for Disease Control and Prevention (CDC) mistakenly released a patient who later tested positive for COVID-19, otherwise known as the coronavirus.

The patient, who was part of a group that traveled back to the U.S. from Wuhan, China roughly two weeks ago on a State Department chartered flight, was initially asymptomatic and had a negative result in two tests taken 24 hours apart. After the patient was cleared and released, the CDC said a later test showed that the individual had contracted the virus.

The CDC have confirmed that they are now retesting the individual, who has since been put back into quarantine at a local medical facility after having contact with others. After testing negative twice, the later test determined the patient to be "weakly positive," the CDC said in a statement.

Nirenberg criticized the federal agency for exposing Texas citizens to the virus in a statement shared to Twitter on Sunday evening, where he called the mistake "unacceptable."

"Today we learned that the CDC mistakenly released a patient from the Texas Center for Infectious Disease who later returned a positive COVID-19 reading," Nirenberg wrote. "The fact that the CDC allowed the public to be exposed to a patient with a positive COVID-19 reading is unacceptable."

Newsweek reached out to the CDC for comment.

The CDC and local public health partners are also tracking down other individuals who the patient has had contact with during their time discharged from hospital to notify these possible exposures of the potential risk.

"It's important to remember that this is a new virus and we are learning more about it every day," the agency said. "The cycle of infection with COVID-19 is not yet well understood, but the amount of virus is typically highest when the person is sickest. As the illness resolves, the amount of virus falls."

News of the patient comes as both New York and Rhode Island confirmed their first coronavirus cases this weekend. In a statement on Sunday, New York Governor Andrew Cuomo said the patient is a woman in her late thirties who had contracted the virus while traveling abroad in Iran. "She is currently isolated in her home. The patient has respiratory symptoms, but is not in serious condition and has been in a controlled situation since arriving to New York," the governor said.

Meanwhile, the Rhode Island Department of Health (RIDOH) on Sunday also confirmed their state's first presumptive positive case of the disease. The infected patient, who's in their 40s, is being treated for the virus after traveling to Italy mid-last month.
