Dear Madame President,

I have had my office survey the recommendations of the late CNO Prawn. Here are the official recommendations of the Department of the Navy:

1: We find the late CNO's request for three additional CVN 68 class carriers to be specious. Instead, we request funding to expedite the production of CVNX-1 (tentatively CVN 78 USS Lexington) and CVNX-2 (tentatively CVN 79 USS Hornet), with no fewer than three additional vessels of CVN 79 class. Additionally, funds are requested to reopen Philadelphia and New York Naval Shipyards.

2: The Iowa class's 16" weapons are excess to the Marine Corps's requirements and represent unnecessary firepower levels for predicted enemy surface combatants. No funding to modernize or recommission the BB 61 class is requested at this time.

3: Request 3 is canceled; the Navy would like to request instead that light carrier functionality be added as a design goal for the LHD(R) project.

4: Surface Combatants - 8 additional DDG 51 class, 6 FSC: DD-X and 4 FSC: CG-X.

4A: Submarines - 6 SSN 774 class; continue conversion of Trident C4 submarines to Tomahawk missile.

5: The Navy requests funding for a crash program to develop a new semiautomatic 8" gun to complement the existing 6.1" AGS, 5" ERGM and 3" Super Rapid weapons. The 8" gun will be designed to fire the following ordnance: 8" anti-surface-warfare; 8" ERGM; 6.1" ERGM (discarding sabot) and 5" ERGM (discarding sabot).

6: New Development Projects:
Many of these projects are necessitated by Clinton-era Naval cutbacks resulting in the death (immediate or slow) of various needed aircraft. The Navy needs a stronger striking punch from its air arm than can be carried into battle by the F/A-18 and F-35 aircraft.

6A: New Guided Missile Frigate (NFFG) (to replace Littoral Combat Ship).
6B: Gun Cruiser - Experiment (CA-X)
6C: Future Fleet Defense Fighter (FFDF) to replace F-14 Tomcat and F/A-18E/F Super Hornet in the fleet defense role
6D: Future Fleet Attack Aircraft (FFAA) to return heavy air to surface strike and electronic warfare capability to the fleet
6E: E-X Carrier Airborne Early Warning/AWACS to replace E-2. This airframe will also be adapted to serve as the COD-X Carrier Onboard Delivery aircraft.
6F: New Anti Submarine Aircraft to replace S-3; when this aircraft enters service, existing S-3s will become KS-3s.
6G: Continued funding to the Future Attack Submarine (FSSN) project begun by the previous administration.

7: Littoral Warfare Capability: Increased development of LHD(R) and San Antonio class, with a goal of first-unit deployment by 2008.

8: Marine Corps: Overall improvement of the USMC's capabilities is called for in the naval plan. I will discuss the specifics with the Commandant of the Marine Corps over the coming week and develop the plan accordingly.

9: Development of THEL with intention to replace Vulcan Phalanx. In the mean time, wide deployment of RAM is to continue.

After discussion with General Sheppard, the Navy requests funding to procure eight additional SL-7 type RO-RO sealift ships.

Also, all requests for nuclear-powered surface combatants are canceled; the Navy does, however, request funding to research lower-manning nuclear powerplants.

USAF Request

1. Phased replacement of the F-15 fleet with the F/A-22, using the APG-77. F-15s may be sold to other nations or transfered to USAFR or USANG squadrons.

2. Phased replacement of the F-16 fleet with the F-35. Existing craft may be sold or transferred to USAFR or USANG squadrons.

3. Upgrade of the B-52H to modern standard, including hi-bypass turbofans and a modernized avionics suite. ECM systems are intended to defeat the threats projected in their operating environment.

4. Begin long-term project to replace the B-52 with a high-endurance, high-bombload bomber. Stealth and penetration is not deemed neccessary

5. Upgrade of the B-1B avionics and ECM to intended standard

6. Procurement of civilian MD-11s and DC-10s for conversion to KC-10s.

7. Procurement of C-42 airframes for AWACS, JSTARS, tanker and transport duties.

8. Procurement of C-17 in quantity to improve US airlift capability.

9. Procurement of C-130J-30 to assist in tactical airlift.

8. Viability studies into a standoff jammer utilizing the 737NG airframe.

9. Upgrade A-10 with modern avionics to allow it true all-weather attack capability. Begin design studies for a replacement.

10. Procure quantities of new missiles to increase lethality of the existing force. Consider procuring CACMs.

11. Begin studies on a penetration EW aircraft (e.g. EF-111)

12. Begin studies on a new strike aircraft ("FB-22")

13. Begin re-engining the C-135 fleet (and derivatives) with modern turbofans to increase range and endurance.

Iowa class battleships will be kept for ceremonial duties; they make excellent platforms for inviting defeated heads-of-state on to sign that last treaty. Otherwise we shall look into the necessaity of creating new 'battle' cruisers or similar big gun ships but they will remain on the drawing borad only unless some obvious need arises.

Enhanced-Stealth submarines for Spec-Ops work will be a priority as well; bring up the Seawolf plans to see what can be learned from them and implemented. SSBNs will be maintained, albeit in smaller numbers, since having lurking offshore misile installations available is just delightful. One will be on permanant duty within strike distance of France.

Mexico bores me. We already have half their people; I would like to see plans drawn up for an annexation so we can at least get them paying taxes. Or drafted. Either way. The hot Latina chicks on Mexican soap operas should probably do a 'morale-boosting tour' sometime soon. Have them stop by my office for auditions.

I presume that our infiltration of the Drug Cartels is proceeding apace, the better so as to finance our massive defense buildup? Plus if we keep the hippies stoned out of their gourds they'll be too disorganized to protest us.

SSGN Ohio is funded in real life, and they have facilities for special operations work, as does SSN-23 Carter.

Too many people fighting over the navy, at least four of us at last count. Others seem more interested in a really detailed realistic plan for what to do.


I'm taking the PRC, Marina I'll trade you manpower, I've got millions of young unemployed men, and bases to beat down the Islamic world while speeding up reforms in my nation, in exchange for a list of countries you don't care about and technology. Really now, what's so bad about a capitalist China that incorporates most of south east Asia and is willing to grant exclusive contracts to American corporations?

I'm also willing to resolve the North Korean situation…..thanks to an old treaty they have few troops on the boarder. However food aid afterwards will be a requirement of such a deal. The Peoples Republic really can't feeding that country, just crushing it.

Last week, intelligence officials intercepted a plan by top Al-Qaeda operatives that a new wave of terror attacks will be launched against our fair nation. This threat is not colliding planes into our buildings or unleashing terrifying biological agents, but much worse. I regret to inform you that we have received credible information that Al-Qaeda terror cells, already within the continental United States, are going to attack our most defenseless citizens. They are going to eat our babies.

Mr. Secretary, at the moment, Iowa and Wisconsin are staying right where they are. Something has to give, and since the BB 61 class does not fit any current Naval operational requirements, it's going to have to be them.
