The status of Earth as a symbol became irrelevent when he attacked you. This is total war, and it is a legitimate target. The USAAF burned Dresden to ashes and it took years for the public at large to shed a single tear, and even then it was more in the nature of "Ah, it's war, whaddya gonna do?"
The only thing stopping you from launching an assault is the fact that the Sol system is militarily irrelevent. The major industries of Earth were vaporized, the infrastructure is wrecked, and the population is currently huddled in little arcologies... in fact, they're perfect targets. The
only thing of relevance about Earth is the fact that it is the capital of Monacora. Other than that it's a money pit that's sucking untold sums of cash out of the Monacoran budget for reconstruction. It would be to your advantage to leave it alone.

No. In fact the way we see it attacking Earth, along with being political suicide, would be strategic suicide because THERE'S NOTHING THERE and putting enough troops there to passify our garrison would be so time and people consuming as to make it pointless for anyone to even try. So we moved most of what we deem better used elsewhere, elsewhere.
Though if you want to try, go ahead.

Actually I would disagree on this. One of the major Propaganda bits against the Nashtar is that they support Genocidal maniacs throughout recent history (the Overseer through the Arcane Empire, the Arcane Empire itself, the occupation of the COG, and now the White Suns,) them returning to Earth to finish up the job would just put icing on the cake.

You were occupying the same worlds as the Arcanists... yet you did nothing to try and stop them. If you had the power to stop the concentration camps but did nothing you'd be considered the same way...

So kill an entire planet's population, which sounds a lot like genocide, or fight the monacoran army inside what is essentially a single large building. That means:
1. No air support
2. No armor
Taking an archology would be a very bloody operation, especially considering you have to fight Monacoran armies.
There are 2 extremes. Take it with massive losses, but take it mostly intact, or destroy it completely and get nothing, save a very bad reputation.
