Raj, I would recommend focusing more internally on your own nation. (you've got a second world duchy, right?)
Big guns are fun, but you don't need them with big nations wielding fantastically big military forces. Focus on your security guys (well, I guess they need guns), and on your economy.
And why do you need a giant multipurpose ship when a dozen small, specialized ones could do things just as well, if not better. If pirates sink a ship, you either lose one $50 mill ship that was your entire fleet or a $15 mill. tender for your fleet.
Look what I've done. I've invested in metallurgy, mining and shipbuilding, and now my shipyards are producing the NPS, the next wave in civilian ship propulsion. I don't know if I could make you warships though. (probably not, but maybe)

So you want in on the New Patrian Aeronautics AD-3E and Tejas Programs? So my 10 F/A-18Es will be sold at 65 million USD per aircraft, however I'll offer a 2 million USD discount per pair of aircraft sold. Which means if someone bought them all it'd be 640 million USD for 10 top of the line and barely used group of fighters. They'd be set up as basically Old Earth F/A-18Es.
Given that the real life price is 95 million USD/aircraft, I'd say this is a pretty good deal for aircraft that have been used for only a little over a year.

Does anyone operate and offer for sale the AEW platform used on the Boeing 737 AEW&C? I am interested in buying the radar system, to be installed on a Il-96 aircraft. If anyone else has a competing tender, I am interested as well.

Random notes: F-114H rebuilds should be in the $45-55M range. I also offer various datalinks and avionics systems for other aircraft for better integration into IADS.
New builds will probably in the $90M range for the -H, and even more for the -G.

General note for anyone looking to get a few more cruisers: Wilkonia continues to decommission the entire line of CGs in favor of CGNs. Right now I've got a good half dozen in recent mothballs. All of them, while lacking the higher end encryption and comms gear, are available for sale.
Moreover starting in 2015 (game time) I will be beginning a DDG replacement program so decomm'd DDGs will be available for sale in a similairly stripped down manner.

We in the Red Technocracy propose a competing tender.

The A-50M AEW&C plane.
Suite: modernized Shmel-M radar. The "Shmel" is a 3-d radar with a mass of 20 tons.
Tracking distances for typical targets such as fighters flying in low altitudes are 300-400 km, high altitude - 400-600 km. The "M" (modernized) suite can simultaneously track up to 150 targets, and simultaneously assign and coordinate 12 fighters for a single target.
The suite can be used to discern missile launches. At an altitutde of the A-50 around 10,000 m, it can track the starting missile ejecta at a distance up to 1000 km.
Comm distance is 2000 km on short waves and 400 km on ultra-short waves.
The plane has EW countermeasures against a fighter attack and heat decoys, can be refueled in flight.
The "Shmel" project chief engineer V.P. Ivanov noted, that while the system is slightly falling behind the E-3 Sentry radar suites in the tracking distances and the number of automated targeting channels, the A-50's large radar is superior in discerning small targets against ground and scramble off-ground reflections, as well as functioning against AEW supression. This ability to operate in combat situations with abound false reflections and supression measures is due to the radar's formidable size.
Alternatively, a similar
Beriev AI plane can be offered which harbors a yet larger diameter Israeli EL/M-205 "Phalcon" radar
Antenna diameters progressively expand: while the E-3 has a diameter of ~9m, the A-50 has ~10 m and the AI has ~11 m.
We can also offer a unique tactical AEW&C - the
An-71.

Based on the An-72 airframe, it's operating range is around 800-1000 km and the AEW Suite target tracking and control range is around 350 km, specifically designed for tracking Near Earth Targets (0-30 km altitude).
It's a far lighter plane, and it's advantage is it's smaller size and the AEW suite's operation time: full radar rotation in 10 seconds.

How good is the Beriev A-50AI and the Beriev A-50 with interoperability with Western style electronics?
Is this type of Phalcon geared for ground radar use (as with certain variants) or for general AEW use?
Also, what is the cost estimate of the system + a Il-96 airframe, which we will purchase and produce from our own assembly lines?

Well, the AI (it's just "AI", the A50AI is an erroneous assignment) is fit with Israeli electronics - which are certainly quite good in interoperability. Of course it's a dedicated AEW system

it was fitted there in reality.
I operate A-50s myself since I have Russian weaponry overall, but I'd sell AIs to you if you have Western fighters, etc.
Also, what is the cost estimate of the system + a Il-96 airframe, which we will purchase and produce from our own assembly lines?
I'd say a new project would have R&D costs up to $1 billion, and unit production cost of $200-300 million or so. Depends on how many of them you want to build. I offer the AIs at $225 million (the same price we offer to India), so that's a "minus the R&D" costs
I'd also ponder on the An-71 issue

this plane can be technically launched off/landed on CVNs if you have a good catapult. So it can certainly come handy.
EDIT: it's been a while since I updated alliances, so could Shroom and PeZook fill me in how the FUN merger proceeded and which nations are in it (Zablania will remain administered by the FUN as an international waste dump since it was earlier run by FUNGAL).

The UKB has built none, zero, zilch underway replenishment ships. For that matter, I don't think any country has built them besides the LSR. Are they Arleigh Burkes and what is your selling price? I would be interested in 2. I am looking for some flagships for my fleet. DDGs would work well since my fleet is so small. My biggest ship being a
Legend Class Cutter.
Will you also be providing technical assistance for the Harpoon, Tomahawk, and Sea Sparrow missiles since I do not have them in my inventories?

Huh!

You're right. Per the Navy rules, no one has replenishment ships (unless he built them). And we should stick to that (modern frigates can have up to a month of autonomy anyway).
I suggest that those are either tankers, or they are warships undercover (that is okay in anti-piracy operations, the USSR someimes misinformed Somalia about passing ships which led to them attacking B.D.Ks)

Their actually jury-rigged Civilian vessels. This is a strict kitbash, the Tankers are of course for refueling but rather than load the container ships with lots of empty containers I loaded them with useful things the ships might need, nothing critical.
Yes no one has dedicated underway replenishment ships. No need yet since any ship can sail around the "world" in under a month.

Uhh...I really think that no replenishment ships are at all necessary. There are dozens of friendly ports all around the Central Sea, and I'm sure the FUN will gladly help the patrol ships refuel and rearm.
And Shroom: We already have a small boat/helicopter tender in offer, but I don't want to take the ISCA towards military shipbuilding. It's a civilian agency.

Well, the rep ships are useful for those far away, and in case of real war (say, against Saddam or Libertia, so...)
For antipiracy raids in the Central Sea, especially for a power like UKB which borders the Central Sea, they aren't that necessary I agree.

Repeating above point, they are Decoy ships, they are listed as Replishment ships to avoid Pirates stumbling onto to the fact that Zoro Task force has eight decoys ships it's going to be trolling in the Central Sea rather than waiting on Pirate's to attack and respond.

I would be willing to purchase them as long as I can buy them from you in FY10, I am pretty much tapped out for FY09. Also do they come with support equipment and training?

No. It's explicitly not part of any alliance structure. It has been cozying up to the MESS a bit, but it is not part of the MESS. No one who's not a member of the Mess has joined the MESS.
