It's all "glint". The feathers are metal just like the rest of his helmet. No moon, just lightning.

Picture something a bit like a cross between Jango Fett (his armour, anyways) and S.W.A.T. with a sword in either hand (sort of like this but with a smaller hand-guard), lightning crackling along them and around his hands.

Third sword on his back, and he's sort of hovering a foot off the ground or so.

And an army behind him, but that's probably a bit much to ask.

EDIT: I just realized that the look I'm going for is kinda similar to what you have for the tech dude here. The jetpack I had in mind would be a little more miniaturized and streamlined, though. So, a combination between that, and this sort of look.

Oh, and if I've stolen bandwidth (I'm honestly not sure) with the above links, lemme know and I'll figure something out.

It is a really cool drawing, but as he says, the proportions are a little off. Ignoring the proportions, it's among my favourites, too.

Proportion is important, but there's a handling of shade and volume and subtlety of linework in that plate that stands out to me.

Really? Man I wasn't even going to post it. I think I threw the original away already. I'm not even sure why I liked it. The more I look at it the less I do. Cap, Hulk and Thor all have the same mouth, Cap's legs are all fucked up or his torso is in the wrong position for those legs, take your pick. Iron Man is just fucking boring and his boots behind Thor's hammer just looks retarded... Oh well.
