Oh, definitely. Those plasma cannons, for example, don't fit in the combat doctrine of the Union's Federal Navy and are probably going to be ripped out for big-bore railguns or missile racks. Hell, the existing railguns might even get ripped out for Union marks.
Question - according to the pricing mentioned in the story thread, the ships are going at half-price. Do I understand correctly?

How long does it take to traverse a sector with hyperdrive? If I send a ship to pick up my purchases now, will it take a week to come back?

So... you're willing to forgo construction of new ships, training of new ground units,
maintenance of existing ships, training for existing units, and other things I can't think of right now, simply so you can purchase all of those ships!?

Ah.
It is generally assumed that maintenance and other things are separate from the construction budget. Which, in peacetime, is capped at 10%.
The MEH's construction budget being 10% of GDP (or, hell, 10.5) would not be too ridiculous. What would be ridiculous is the idea of the Centrality selling all two hundred-plus ships to a single buyer who's totally unknown on the galactic scene...

Also realize that if you buy all the ships for 11-12% of your GDP you won't be able to build anything of your own, or even start construction if you're building something bigger and planning on spreading the cost out over multiple game years.

Correction: He can try to, but then I'll feel free to impose negative events on him. Especially since this is pretty blatantly a stab at filling up his sub-$100 fleet quickly.

So, anyway, Chaotic Neutral, you might not want to buy all of the ships that pretty much the rest of the galaxy has also expressed interest in. That tends to make people unhappy, and as a newcomer next to the Orcs you should maybe work on making friends.

Heh, I was reading the wiki and realized that the Emissaries of Xylyx are trying to sacrifice everyone to entertain gods overcome with boredom, and that The Leader of The MEH is just a god leading an empire because he is bored.
Our relationship should be.... interesting.

CN, if I where you, I would consider very carefully the benefits of spending a years production on light ships when you are sitting next to a group of killbots who think very little of xenocide and have a very good excuse to be able to pump massive percentages of GDP into military build-up. You don't have many friends and in a straight up competition I'll win the numbers game every time. If you plan on being oppositional to my faction the way to do it is through diplomacy, not military conflict. My faction is very good at putting big enough numbers with the proper move at the right time. But conflict is much more about having the right numbers with a big enough movement at the proper time.
In some ways that's the whole idea of my faction in a nutshell. As AIs we will always beat you at chess. But if you are playing poker instead, we aren't good. We don't know how to bluff.

And CN, you're pretty much an unknown. There's no relations between us, so I can't just sell you 240 Blitzes. Remember, the ASC is state-owned despite having some autonomy, so you need to talk with my government first

You should sell them to NPC players in the Spin Zone and RAR Space to increase the Centrality's influence in and around that region, and then you can go backing brutal pro-Centralist regimes in third worlds all over.

That requires a change in my foreign policy, though. My policy regarding pro-Centralists is limited to verbal encouragement, and third-galaxy nations are cesspools of foreign competition for influence.
And where is the Spin Zone and RAR Space, to begin with?

BTW, I dunno about PeZook, but would the Collectors really go and directly say that they'll be buying Centrality frigates? Won't the mysterious robot zombies rather use some dummy corporation? Like, instead of receiving an order from the Collectors proper, the ones who make the order could be some guys like... Necrontyr Enterprises or something.
