Yes I know it for sure. It goes directly int oeach province's "general fund" account. Which means its no strings attached. It even says that they can spend the money any way they want several times on the website.
Whats even more scar about it, is that if Quebec decides give a tax break to its people, it can be assured that most of the lost income will be made up for through the equalization program.
You see it doesn't measure the tax burden of the citizenery as regards to tgheir income, it measure how much tax is being colleceted as an everage over 5 of the "middle income provinces" and simply measures what they are paying. So if 1 province gets more money by charging 50% taxes, part of that money will be shifted to another province who only taxes their people 25%, making it seem like like both provinces are only taxing 37% which is really a gross distortion of whats really going on.
Then they disqualify huge sums of revenue for the measured provinces like oil revenue, or anything made on the water (offshore exemption), but within the duly appointed borders of each province. Quebecs Abatement is bascially all the federal income taxes that are paid from Quebec are no longer collected by the federal government for redistribution. Thats about 16.5% pervcentage points of your taxes. Now if they don;t level a tax of 16.5% and say instead only decide to tax the public 13%, they do so knowing that any difference will be made up by the Alberta and Onterio, because they have to make up any shortfalls in any other provinces budget up to the mean of the 5 middles income states. There is another bastard built into the law, if they raise taxes or or the economy grows in quebec, only 70% of the increase in revenue is deducted from the eqalization transfers. So they have a good year, and they fuck with hte numbers making it look like it wasn;t really that good. WHAT ASSHOLES!!
But if you look at the site, and the provinceds they are using, the chart doesn;t make too much sense, becasue the mean is higher than any of the provinces supposedly used to make the calculation.
I ma going to look up the exact equation up. You guys over ther in Onterio and alberta are really getting soaked. Must make you feel real good that most of the reason you have such a high tax burden is beacuse you are shifting $4.7 billion to Quebec
