It seems like the best solution would be to place all memorial threads in Testing. There is no need to make them permanent, and it would simplify the matter. Shall we enter a motion?

Honestly I think we should be fine letting the paticular forum mods decide if the thread stays or goes. Certainly I don't think there is a reason to place a motion/vote on something that crops up and goes away like these.
