Meaning that implementing that policy re: welfare recipients, would have a disproportionate positive impact, yes?

What part of Jersey are you in? Because north Jersey definitely didn't hold an enlightened attitude towards smoking when I was last there. Hell, I knew kids from the City who went to Jersey City (after jumping the turnstyle in the PATH station) to buy cigarettes.

That said, cigarette smoke doesn't really smell that bad to me. I don't know what this 'stink' is everyone's complaining about. It's not wonderful, but it is vaguely pleasant.
It depends a lot on whether or not you smell it often ; Since nobody in my family smokes, when I come near a smoker or to a smoke-filled pub, I can smell cigarettes on me for hours, and for me the smell is simply rancid. My brother and me actually used to find excuses to stay in the single smoke-free room in my grandfather's apartment during family visits, since it was literally the only place where we could breathe freely.

Mom would always wash all our clothes afterwards, too.
It also depends on what is being smoked. I can't stand the scent of regular cigarettes, but I usually find myself enjoying the smell of Swisher Sweets before I realize what I'm smelling.

You realize that nobody buys Swisher Sweets to smoke their contents as bought, right? :P
"The 4th Earl of Hereford led the fight on the bridge, but he and his men were caught in the arrow fire. Then one of de Harclay's pikemen, concealed beneath the bridge, thrust upwards between the planks and skewered the Earl of Hereford through the anus, twisting the head of the iron pike into his intestines. His dying screams turned the advance into a panic."'

I am in central jersey but I go to school in north jersey. The kids from Wayne and Oakland and haledon seem to be in love with their cigarettes constantly smoking outside the buildings.

Oh I see you are talking about it not being considered disgusted. Although there are a lot of people who smoke, the majority of people are not smokers and find it unpleasant to neutral to the idea. Have you ever kissed a smoker, it tastes like licking an ash tray. I literally had to go rinse out my mouth after doing it.

Probably. My father is a smoker, I don't smoke cigarettes, but I don't particularly dislike them either. I actually hung out with the smokers when I was at UIS. However, my father doesn't smoke at home unless he is leaning on a window sill or standing in a balcony, and his car is a smoke free zone, which has annoyed at least one friend of his.

In High School I knew some people who smoked. When I asked one of them why they did it, in light of the increased risk of heart disease and cancer, he basically said "Yeah, but that will only affect me when I'm old. And life isn't worth living when you're really old".

Another thing I've heard from peers is a general mistrust of information from the school system, mainly because the information distributed about marijuana is inconsistent with their personal experiences.

It's typical of teenagers to accept anecdotal evidence and ignore more comprehensive evidence if the anecdotal is what they want to hear.
