They are making it a LAW so that retailors are blamed for their fuck-ups.
Because their kids buy products they don't approve because the kids don't give a damn does not make it the retailors fault. It's theirs.
If they can't instill into the child to respect their wishes, then they have fucked up.

You can't card a 12 year old. The game ratings are different from movies. The only way to actually enforce this law is to make everyone own some sort of id that gives your age and birthdate.
Then again, they can do just like they do at the movies. Walk up to a couple and say "would you buy this game for me? I have the money." (as opposed to "would you get me a ticket for so-n-so movie? I have the money") There are ways around everything.
