Certainly not, its around Star Wars level, battleships armed with multiple superlasers and shrugging off hits from the same won't fly.

When was this decided? Although I support a severe reduction for the superpowers (Enigma, SI, etc.) I don't think it makes sense to drop everyone's tech--just the scale.

I suggest we drop technology down quite some time ago and people agreed with it, no one objected. Dropping scale is a poor idea, really large ships and Empire will work better then some massively overpowered compact vessels fighting over many fewer locations.

I see. Reading back I see that you put it between SW and STGOD-I, which makes sense. I thought you meant dropping it all the way back to SW, which I think would be too far. Putting it at around the level that I designed the Belisarius (around a heavy cruiser, in retrospect) for makes alright sense. It was an ISD derivative which had a firepower output closer to an Executor; significantly more dangerous that SW but still in the same ballpark (or at least the same sport).

If you're talking about a psion who can pump out world-shattering power levels, then it's generally cut down to one. Evil Sanchez had enough dark-force firepower to generate a force storm that could grind up a planet (the thing I did to the Lost was just an exploitation of their telepathically linked structure, so it's not an accurate measure of strength). Saturn, the peak for mortals' strength had DS-level energy blasts and the 'special' ace card of being able to exterminate all life.
To give an aiming point, Phong used Sailor Moon senshi, and one of his most powerful was burned out and killed by the effort of temporarily encasing a 72km warship in a big block of magical ice. There were less than 20 people with that much power to draw on in his empire, IIRC, and his was one of the strongest in that respect.
EDIT:
We're also reducing character power levels this time. Probably because the general devastation and widespread magic use plus the extra-universal traipsing about reduced the amount of mana in the Universe (or some other such story)

TO get this powerful, they must transcend their physical forms. To do this, takes a hell of a lot o energy, takes a lot of time, and involves an elaborate ritual that requires them to draw upon the non-renewable energy of a a certain type of rare crystal...

I'm going to be modifying my nationa great deal, and adding in a bit of neosteampunk fantasy, only with matter/antimatter power instead of steam engines, and a variety of thaumatergical devices and spellcasters- for instance, giant starships which use their reactors not to power engines, but to feed power to the ship's thaumaterges, who then use magic to propel the vessel.
I will be basing my empire on New Crobuzon, from the great steampunk novel "Perdido Street Station."
My nation will have one high-powered supernatural entity not exactly at it's command (the Weaver,) and the ability to make pacts with the Inferno, if necessary.

Could we go down in scale to about:
40+ or so heavy capital ships (Battleships, Command Ships,
Doom Stars, etc) that take quite a while to build, which puts
the focus more on keeping a proper screening formation up
to keep the enemy away from your important ships...
So, my idea of a reasonable fleet size initially:
40 Heavy Ships
200 MediuM Ships (Heavy Cruisers/Light Cruisers)
400 Light Ships (Destroyers)
1,000 tiny ships (Escort Corvettes)
The fleet sizes would be pretty much good, I'd rather go for a slightly
smaller scale than huge galaxy spanning empires which are a bitch
to keep track of in anything other than MOO3

What
is the tech level? While my Naggarok's are incredibly powerful deathmachines by most standards(Except by the STGOD-I standards, in which case they were very fast battlecruisers), I only ever deploy one unless there's a huge battle.

My outline includes no drop in technology, and with the ICS, there is no need for it. The general destruction eliminates all of the ships you have complaints against, anyway, and, ah, they "won't be coming back."

No, it's on account of the fact that most of the high-level characters are dead. Halite is still--reputedly--alive, and could in theory regain her earlier prominence by sucking up planetary populations again (though that would quickly let people know where she is). Evil Wilkins is actually the most powerful of the old ones still alive AFAIK, unless you could others like yourself and Graeme who are marked with a ? mark.

Probably you can get away with that, depending on the size of the rock.
Finally, there's one other possibility that will happen: after mass armies start disappearing, removed from space-time forever, everyone will massively drop down in firepower on the ground. Super-shield generators for bunkers and stuff can be handled with orbital support, while on the ground we won't have entire continents being destroyed by TOT artillery strikes.

Okay, I'm going to quickly outline powerlevels for the strongst of them to give a general idea.
Moon: As Queen of the CIN, was theoretically capable of anything - but also would burn herself out in the process. Ascended to godhood in the First Invasion [NRMD]. Usually in charge of maintaining reality for the STGOD supercluster multiverse.
Titanite: Demigoddess, usually works on an agenda not unlike Brother Kynes's.
Mercury, Venus, Mars, Jupiter, Uranus, Saturn: See Pablo's post. They probably could do more hooked into a power generator, but at higher risk of burning themselves out. Jupiter and Venus were the two senior senshi [e.g. born in the 20th Century CE] remaining at the time of Halite.
Saturn: Has a dark evil force that wants to kill all life; usually controlled. Exceptionally powerful Whereabouts are unknown at this time; probably hunting Halite. The current Saturn has an unusually low amount of control over her powers.
Pluto: Mastery over time; cannot interfere in events save only to ensure the timestream doesn't screw itself over.
Lesser Senshi: Can't do anything like the above.

My most powerful Savant(the name for the Uber telekinetic users) would, at first, be capable of rending planets, creating... well... lets just say that being able to alter matter leaves for some interesting pyrotechnics... Tk shield themselves, or large areas.
Generally be able to alter the matter and energy in the universe to their whims, on a power scale dictated by the rest of STGODers.
