True. But I don't think I've heard anyone complain that any titles have been handed out unfairly, or without merit. I tend to honour custom title requests for people for whom a poll is taken and a title request agreed upon, or people with unusually high post counts (although it should be pointed out that in some cases, extra "credit" is also given for ASVS activity, since that was my former stronghold and I still have many friendly forces massed there).
