It is a matter of canon {TPM} that the midi's determine force sensitivity. Therefore Vaders potential is still there unless he has less midi's.
And if you listened to the rest of the dialogue:
"They continually speak to us, telling us the will of the Force. When you quiet your mind, you´ll hear them speaking to you."
In other words, since everyone has them, everyone COULD theoretically "hear" them. Some people are just better at it than others and they become Jedi or Sith. What determines how good you are, is a combination of the number of midis you have (in other words, your chances of hearing them increase the more you have), but also proper mindset, as Qui-Gon says above (in other words, a psychological/spiritual part).
We know that using the Force requires a certain amount physical exertion as one channels it through his body. (Though we also know from I, Jedi that one can also use the Force to refresh and relax the body. Maybe there's something different about being tired from Force usage and being tired from purely physical usage.)
With less of a body, you have less to channel the Force through and so what is left of your body must exert itself more to get the same effect. Whatever potential you have starting out (which seems more related to the Will of the Force than anything else) will be reduced if you have less to channel the Force through. Thus, using the Force relies both on base potential and the physical ability to channel it. (This is trying to get around physical endurance as being the only limiting point.) Over time, one could increase his physical endurance to allow for some regained usage, but it'll never match the full potential of the full body.
(Of course, there's the issue of what happens if a Jedi becomes overweight. But obesity usually decreases endurance from what I understand, so that's not really a problem.)
So why no cloned parts? Well, have we ever seen a Jedi with cloned parts? Not that I know of, though perhaps there has been. But, let's assume there hasn't until I'm proven wrong. What if cloning a Force-sensitive anything creates another "being" in the Force? (After all, luminous beings don't require a brain or other vital organs in order to exist.) Then, when you try to attach a cloned arm to the user, you're effectively trying to attach two Force beings together. And, presumably, that's a bad thing.
Exactly what that bad thing is unknown except that it's bad. Perhaps the two fight for dominance and end up changing the personality of the body (i.e. they go mad or become someone else, a merging of the two beings). Or perhaps being the same body puts them too close and they both lose some of their connection to the Force. Non-Force senstives wouldn't have enough of a connection to the Force to be noticably suspect to cloned parts, however.
So, it's mostly speculation, but hopefully my two cents will help out if nothing else.
I'd like to reiterate that I am longing for this book, and additionally mention that I have a horrid thought. Here's hoping it doesn't endorse the idea of the thing at the end of RotS being the Death Star itself.

Keep in mind it took the Kaminoans ("damn good" cloners according to Dex) 10 years to grow a clone to adulthood. What if it takes 10 years to grow an arm or a leg to adulthood as well? That would make cybernetic replacements look attractive real quick.
