Starfleet shooting accuracy reflects a lack of realistic live-fire exercises. They seem to be much less accurate in real combat situations than in the range, which suggests that the effects of fear and adrenalin severely impact their abilities. Their performance in boarding situations is usually atrocious.

That seems to fit with Picard and Rikers claims of Starfleet not being a military organisation.
