In MA, possession of an ounce or less or having it in your system is now only penalizable by a $100 fine and confiscation if over 18 (if under 18 they have this wacky week long thingy). Also extremely important, you can't be kicked out of a state college dorm for possession/having it in your system/the RA smelling it on you anymore.

Basically, they want it still kept on the down-low, but the penalty for getting caught is now a slap on the hand.

Obama is keeping the speech basic and to the point, he knows that he is going to have a nearly decisive control in the congress. No talk of bipartisanship or compromising in this speech.
