It'd be nice if you and/or Yenchin could lay out a few basics on the preliminary agreement you two have (known as a "formal position" if you will) so we know what it is we're discussing. You don't have to get too legalistic, though, just the basic gist of the proposed treaty.

Also, for those players attending the Frequesue Neutrality Conference, given that the talks have stretched for half a year I think it's about time we wrapped them up. If you can agree I'll try to draw up a basic treaty outline and PM it to all of you.

The CSR is no longer concerned with anything Frequesque.

Admiral Pisano and General Ronaldo set up their merry Pakistan-like system of Government where the Army and Navy loyalty makes the day in elections. They continue to open Livorno to the CSR Navy, but I'm no longer the "owner" of the land.

So, I just became unnecessary for your conference.

P.S. Te AFSR took Beowulf's frigates or whatever he offered. They long for a Navy.

Well, I'm open to a vote on it.

Though I was also going to suggest it be both. Some Shroomanian explorer spotted the islands and called them the Gaymans. Then when the first maps were published overseas showing the islands... an error in transcription showed "C" instead of "G" and so the rest of the world call them the Caymans save for defiant Shroomanians who insist that the proper name is "Gaymans".

Kinda like Wroclaw/Breslau, Gdansk/Danzig, etc. ;)

BTW, I'm intending that sometime in the game year 2010 I'll be having an IC series of state visits to the Old Continent. The short list of capitals to visit is Farbanti, Neve Tikvah, Orena, Sarajevo, Stasograd, and Byzantium.

I figured that instead of waiting until then to write interactions and rely on elastic time, we could get the basic stuff written via PMs (since IRL it likely won't come until like Oct. 18th or so, if not later) and if necessary add stuff to them if anything big happens before the posting. Then on the IRL day that the state visits (I figure they'll probably last about two weeks, giving a couple days in each capital) happen in-game, we can post them as a series?

Don't thank me, it was interesting. That IADS was constructed considering the history of inter-national relations.

What we currently lack would be a naval OTH-SW radar in Shroomania ;) to cover the wole thing.

As a Monarch, I have only control over Foreign Ministry and Defence. I do not control the other ministries.

And in theory, the Finance Ministry can withhold funding from me.

So Stas, should I build any ABM silos? I do have SM-3s and S-400/S-400M/S-300VMs around my capital and other cities.

I technically intended to build 2 OTH radars a year up to 6. But I guess I'm going to handwave it to be similar to what you suppose I built.

Not to mention, the 2 X-Band Radar ships that are due to be launched end of the year or the start of the next designed to detect ballistic missiles.

Yes. Go with what floats your boat, either Russian or US ABM missiles.

I wouldn't worry too much about ballistic missiles with the fact that none exist in the world so far, and even R-16 (future R-36) is in the prelim stage of test types - you can launch the ships in a year, when BMs do become a threat and arise in considerable numbers.

So far I deployed only what the USSR deplooyed as ABM screen, but the number of silo interceptors is explained to be small as no serial, large-deployment runs BMs exist, not because there's an ABM treaty.

Russian ABM radars are rather powerful for OTH radars, especially the Daryal type - I made them Daryal-UM type with the projected Daryal power of 350 MWt, so they'd pick up those BMs at 6000 km away.

Is it even useful to design ICBMs in this world? ABM technology is vastly ahead of any ICBM after all - there's S-400, Patriot PAC-3, SM-2/3 and I believe people have even deployed THAAD... What's the point in spending huge piles of cash developing strategic ballistic missiles when the world is littered with ABM systems? I mean I've a bunch of IRBMs but I don't seriously expect those to ever get through the defences of a halfway decent opponent, for reasons aptly demonstrated by Stas' awesome infographic.

And who'd they be? This is the same kind of pattern US and USSR used. Besides, we can technically build the Don-2NP, but the scale is vastly smaller. For a nation with an area of 18 million km, that would be a small "area-sized" radar, but for us, it's a radar covering the entire OC and then some.

The prevalence of space radars of extreme power can be explained by the fact that we're gearing up for space (1) and (2) that space objects so far have been relatively small satellites, which require a lot of power to track reliably. FYI, the Don-2NP was the only radar of all on Earth that could reliably track 5cm balls at 1000-2000 km - released in space by a US shuttle as part of a radar experiment. 10 and 15 cm balls were detected by other radars, but only the Don managed to detect the smallest balls, and at a staggering distance. :)

We can use the Don in peacetime as our main Space Control Radar, and let it be known that a Space Command Center (say in Jerusalem with a reserve one in COMMUNE-2) could take input from all those radars at once.

Also, those radars are useful as warnings against MRBM launches, plane takeoffs at extreme ranges (say hello to Shepistan, Japanisttan, etc) and basically planes and ALCMs launched at high altitudes, as well as incoming stealth aircraft, navy ships, stealth ALCM launches and so on.

P.S. If someone still thinks there's no fucking sense in building those radars with no ICBMs, think again:
In 1991 during "Desert Storm", Mingecheaur detected all 302 ALCM launches from US bombers, surface ships and atomic submarrines. The Daryal-type radar detected 15 cases of the missile failing to come onto trajectory and 30 cases of CMs downed by Iraqi air defense"
This means Shep's horde can't swarm and launch undetected from New Sumatra, at the very least ;)
