Powered Armor in Star Wars

I'm sort of digging up a half dead thread here, but it's still on the front page so..

Regarding Space Marine armor, aren't basic Tau Firewarriors capable of doing a pretty good number on them with their bog standard pulse rifles and don't they generally get raped by crisis suits? That sort of meshes with the AT-PT argument that the only way for powered armor to be realistically effective against the most proliferated weapons in the SW galaxy is to basically be a small mech.

Also, aren't MI basically mecha? (Albeit a bit smaller than average I assume). That would also be a point for the "You'd do better to just make it a vehicle." side...
