I believe they are.. IIRC, according to the Star Wars Visual Dictionary those canisters on their backs are Thermal Detonators. I don't own the book so I can't confirm this however. Can anyone who owns the book check this out for me?
I've read that as well, and it is "official"... but considering every stormtrooper has 'em (Bob Brown's page theorizes those were originally meant to be the one-handed lightsabers that the troopers carried as standard equipment), that begs the question of why the never thought to use them in any of the movies, or why the never went off in battle... why any rebels didn't take them off the stormies to use themselves?

Seal them off and pump nerve gas into the corridors. Surely the DS has such antiintrusion methods. It would be as simple as tossing a canister into the air circulation system once thats been sealed. Nice easy way to kill the intruders. Cleanup is a breeze, just vent the gas to space, refill with breathable air, then shove the bodies out an airlock.

Because most of the situations in the movies were cramped conditions, a rouse, police-action duties, or in the case of Endor, involved hidden troops in trees--you're not going to throw uber-grenades at them.
Also such sophisticated explosives don't just blow up when you shoot them--they rely on very sophisticated mechanisms to generate so much bang for your buck, exactly why nukes have to have the compression explosives all detonated at once.
