He's not kidding. There was a large group of Irish-American civil war veterans who tried to invade Canada in order to force Britian to evacuate Ireland. It failed miserably. This is not to be confused with the invasion plans floating around Washington, which would have sent ~1,000,000 bluecoats over the border to force the British out of North America permanantly. Actually, they won several engagements against the defending forces.
