Paraguay is the landlocked nation. Uruguay has a coast, in fact its capital Montevideo is also its main port.
At the very least I don't want to be bordering *two* countries to the south, to be perfectly honest if you won't give up the land areas (Paraguay and the pan-handle) I think we'd be better off having Demetrios take Siam instead, that way we would have all plausible land areas covered by a PC. Afraid I really can't give up Uruguay, it's my largest overseas territory. Need a toe-hold in South America, so, going to have to keep that one. Okay that does it: If Argentina will not give up the panhandle or Paraguay then I'm keeping Parana! I need the buffer zone to stand between Lascaris and Sao Paulo. In fact I'd prefer to keep Parana even if Argentina gives up the panhandle, but I'm not entirely unreasonable. He would still have 377094 square kilometres which is enough for Land Area 3.

The only exceptions to this being the final map is if I see people want the idea of "extra" land, in the form of non-real islands and such, so a few players can have a bit more colonial territory (and more defensible in some cases too - Sorchus, lookin' at you).
