Is the skip from Raphael to Gabriel deliberate? It seems like Michael's only talking to one other angel when I read the scene - Gabriel is only named in the last paragraph of that section.

Michael's right though; there are two cities which are attacked over and over in movies. One of them is New York. The other is Tokyo, and Michael is sending rocks, not Godzilla.
I wonder just how large these rocks are going to be. New York is a more fragile city than it appears to be. It is barely above sea level and it has all sorts of underground infrastructure which could be easily flooded in the event of major damage.

If they're good-sized boulders they'll do plenty. A two-ton rock falling from 5 miles up will penetrate all the way through a ten story building to ground level.
Edit: Anyone besides me think Lemuel might end up being in charge of heaven when the dust clears?

As long as we know they're bombarding NYC, I'm going to be so disappointed if one of the rocks doesn't land on 200 West Street.

The angels live in jeweled palaces; the humans are basically slaves and live like medieval peasants, only with Second Life bodies. By modern standards, the places they live are slums.
To be fair, since practically all the humans who made it into Heaven
are ancient or medieval peasants, and since they never get hungry, sick, or tired, this is probably actually a good deal for them (sort of like the Egyptian afterlife, where after a long life of loyal service to the Pharaoh, you get to go to the underworld and have an
eternity of loyal service to the Pharaoh).

It would be sad to see what is an interesting building demolished by such indifferent targeting, unless it was during work time when there is probably a worthwhile trade-off.

A point, if I might ask: Michael wants humans to be angrier and angrier in order to direct that anger at Yahweh, but does not making the humans angrier and angrier risk a bit of...er...indiscriminate retaliation? I know the concentration camp is aimed at avoiding at least some of that, but it still begs asking.

One of the first things that happened in the books was a Herald going to Tokyo and getting killed.

Also, the bowls of wrath thing has Michael's fingerprints all over it. Does his scheme provide sufficient distraction that we overlook/diminish his central role in all of this?
He is playing a very difficult, risky and now desperate game.
However I've been burnt before trying to anticipate Stuart's plots so I'll just sit tight and see how we
in the end of days treat Michael.

Several HEA divisions were slotted to portal in, from memory but not until the following morning. I'd guess that the Pigs were teleported in though.

Ah, crap, sorry. I should've clarified. I meant the Herald's not big enough to be kaiju level as I was responding to Chewie's post about the Herald in Tokyo.
Any of the Beasts would be enough to qualify as "kaiju."

It takes time to assemble a unit, get it ready to move in and open up portals so that it canmove into the required positions. Divisions are big - one in road march configuration stretched for 18 plus miles. So, to move a division means that it has to assemble for the move, get into the appropriate formation and then go through the portal to the desired point. It's a very fast way of moving strategically but it still takes time to set up. The Scarlet Beast attack on Jerusalem just didngive enough time. The F-111 attack was easier; the aircraft just flew through a portal into hell and then out through one to the desired place. Most aircraft base outside Hell to try and cut down on the wear and tear inflicted on their airframe and engines.

Mmm. New York...
My bet, assuming Michael knows about humans in general, is not Statue of Liberty or anything which is generally American. They are familiar or perhaps even slightly iconic globally, but mostly those targets only have significant importance to Americans.
Who, while holding lots of influence, is less than getting all humans furious.
Squish the UN HQ and you get people riled up.
Not because of any actual damage, but because of symbolic value of target.
