We have not finalised the system, but Fingolfin's proposal works fine with me...
1-Garison Each Conquered territory with 200 Soldiers
2-Pay 200 points at the end of the First year of occupation, or 100 at the end of the Second year

Yes, that's all very fine and dandy, but what do I get in return? I need to know how many points my conquered territories (and the territories I originally controlled) have netted me in raw points thusfar. I should be able to do some pretty interesting things with two years worth of bottled-up mana (no expansion of the army thusfar, y'see).

Also, i am assuming that unused points from one turn simply stay with you until spent. Is this the case?

Siegetank: You get 200 points for every one of your original provinces. that's 40 provincesx200=8000 points minus your army cost/5 in maintenance. Your newly conquered provinces dont net you anything till you've garrisoned them with 200 points of troops for five years or pumped 200 points of raw production into them. I'm using option A cause i find that slightly more plausible though you're welcome to bribe people into loving you.

Alright, let's see - that means 4,826 points left to spend at my discretion from the first turn. I conquered about a dozen territories so far, so if I spend 2,400 of those points on bribes those become profitable the next year. Which in turn means that I ought to net 10,400 in resources, minus 3,174 upkeep, plus the remaining 2,426 points means 9,652 points to spend next year. Is that correct or am I missing something?

I'll probably garrison my territories with 200 points of men up to 3 years, while pumping money into the provinces such that I can get to use some of them in the 2nd and 3rd year. Like I will definitely pump 2000 points worth into 10 provinces, and then another 2000 next year.

I've been kinda busy so I haven't had time to get things done. I'll write up the Dark Lords arrival to Crimea now and try and make the necessary end turn business taken care of by tonight.

Turn 2 Calculations (I hope I'm doing this right)
Income: 8000 Points
Maintenance:4595 Points
Remaining Points: 3405
Garrisoning:40 New Provinces x 200 Soldiers = 8000 Soldiers (Barbarian Warriors) (I will consider them profitable in two years, because fear will keep the humans in line.

)
I say 40 new provinces(approximately) , because the provinces I have conquered are really small and therefore hard to count one the map.
Which means that I have 3405 Points left to spend this year. 405 points of that goes to alleviating the damage from the battle with Fingolfin(Training Replacement Troops).
And the 3000 Points is a surprise.
If I've made a mistake somewhere, please let me know.
P.S. Fingolfin, I consider Sedicea to be your territory now.
