As for my theocracy, we are rather technocratic in some ways. Technocratic, because we need tools to crush xenos with it. Technology that serves the needs of war are always pursued with relentless vigour.

The up-armored variety counts as a 500-point system defense monitor, whose only purpose is to charge the enemy ship under Heim drive, then attempt to mate with it followed by ripping it apart with its tentacles. So, technically, there is nothing prohibiting joint fleet exercises with space krakens, except for the fact that they're all living in our home systems, and we don't allow anyone in those unless they're our good allies. My government is mostly composed of the children and grandchildren of the people who fought the War of Self-Determination, and apart from inherited dislike of the French, I'd imagined that war as a particularly vicious one. Civil wars usually are.
