Yes, I'd make the same decision. The F-22 was cheaper to develop and procure than the F-23 would have been, but even then the F-22 program was horrendously expensive, and came close to being canceled more than once due to cost and delays. Even after all that we're only getting 183 aircraft out of it (provided procurement isn't increased in the next few years, which I doubt). Think of how much more difficult and expensive it would have been to develop the F-23. Frankly, I doubt the program would have survived to IOC.

The YF-23 had stacked AAMs which made probability of failure much higher,a nd if one missile did fail to launch, there wouldn't be a way to eject it and you'd end up losing any missiles after it on the rails.
not to mentiont he other mentioned problems with the design.
And I've always though the F-22 looked cooler anyway, never understood why people think the VF-23 looks better.

Well the 22 looks cooler but if the flight sim UN Squadron has any accuracy, the 23 was able to obliterate whole armies

I will be honest, I have an indirect financial incentive for the F-22 to be chosen, so I'd go with the Lockheed bird.
Removing that incentive I don't know anything about the F-23 expect that it was more expensive to produce which would cause me to lean towards the F-22 anyway.
